Who we are:

Downer Defence Systems provides a broad range of professional and managed services, asset sustainment and estate upkeep services to the Australian Defence Force, the New Zealand Defence Force and other government agencies.

About the Role:

AIR3503 - Distributed Ground Station Australia is a project to develop and deliver an intelligence fusion and dissemination hub for airborne-generated sensor data. The project has achieved Gate 0 and is aiming for its next approval gate in Q4 2021. The DGS-AUS is a new capability for the RAAF, with the technology being new and cutting edge.

The Project Controller will:

• Assist the Project Manager (PM) with overall planning, management, control, coordination and reporting of the Project.
• Implement, maintain and continuously improve the project management framework. This includes planning activities and implementation of tools to ensure effective management of scope, cost, procurement, schedule, risk, resources, performance monitoring, benefits realisation (test and evaluation), communication, information and integration/stakeholder engagement.
• Work collaboratively with Air Force Headquarters and supporting agencies (DSTG, E&IG) stakeholders and provide project management services across these teams.
• Provide project governance support including participation on Integrated Project Team (IPT) meetings, Capability Boards and User working group meetings as required.
• Forecast resource requirements and update the Workforce Plan and budget.
• Identify, analyse, control and monitor risk.
• Maintain the Project Risk Register including escalation of risk management decisions as required.
• Support the PM across all PM responsibilities as required.

Essential Criteria:

• Project Management Degree or equivalent.
• Experience working on Defence major capital acquisition projects (ACAT I/II - complex to very complex project environment).
• Experience with the Defence Capability Life Cycle and governance requirements.
• Excellent Verbal and written communication skills.

​Desirable Criteria:

• Certified Practicing Project Manager (AIPM).
• Understanding of the Software Development Lifecycle, software development methodologies (such as Agile and Dev Ops), test and evaluation in development operations, ICT governance frameworks and maintenance and operations environments.

Candidates must be Australian citizens with a minimum NV2 security clearance or be eligible to obtain an Australian Government Security Clearance prior to commencement of engagement. Applicants residing outside of Australia or non-citizens will not be considered.
