Summary

Barr is looking for a senior environmental review specialist to help expand our capabilities and pursue environmental review opportunities in Minnesota and across the United States. The person in this position will work with our clients to identify, scope, and manage environmental review, permitting, and compliance projects; provide technical advice and support and help build and maintain client relationships; and pursue business development opportunities for permitting services. This position is based in Minnesota with occasional travel to other Barr offices and client locations as needed.

The person in this position will interact with federal, state, and local government officials; staff of non-governmental organizations and regulatory agencies; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. They will also be responsible for business development activities with clients, primarily in the mining and energy industries, including developing relationships, seeking opportunities to assist with permitting projects, and preparing proposals for these projects.

This person will also work with multidisciplinary project teams to manage and support the development of environmental review documents and permit applications. Work will entail managing large, complex projects; developing strategies for aligning clients’ business goals and objectives with required federal, state, and local assessments and permits; and coordinating environmental work with the design, construction planning, and execution phases of projects.

Minimum Qualifications

  • Bachelor’s degree in environmental science, environmental policy, natural resources management, or related field
  • 8-15 years of experience directly related to environmental review and permitting projects
  • Experience leading impact assessments in Minnesota
  • Working knowledge of the key impact assessment and management issues in the mining and energy-sectors
  • Consulting experience with impact assessments under NEPA and MEPA, including tribal consultation and multi-media permitting
  • Knowledge of and familiarity with federal and Minnesota regulatory agency staff members, resource managers, and other government officials
  • Demonstrate effectiveness in bringing together clients and employees with expertise in diverse disciplines to build effective teams
  • Demonstrate effectiveness in building relationships with clients, identifying project opportunities, and closing deals
  • Experience working in a fast-paced, deadline-driven, and at times stressful environment
  • Strong oral and written communication skills and the ability to communicate in a consultative manner with project team members and clients
  • A flexible working style and the willingness to occasionally modify personal schedules as required to meet project deadlines and/or client needs
  • Self-initiative, motivation, and an emphasis on client service and meeting client needs
  • Willingness to travel and work out of town
  • Acceptable driving record
  • Legal authorization to work in the United States without the need for sponsorship

Preferred Qualifications

  • Recent consulting experience
  • 15+ years of experience directly related to environmental review and permitting projects
  • Experience with the following regulatory programs and permitting requirements: environmental review under NEPA and/or state equivalent programs (especially Minnesota), wetland permitting (USACE 404), and tailings disposal facilities, air (NSR/PSD), NPDES, additional state and federal permits and requirements
  • Targeted experience providing environmental review and permitting services for mining and energy industries
  • Demonstrated skills in negotiation, problem-solving, project organization and management, adhering to schedules and meeting deadlines, mentoring and training staff in preparing effective documents and applications, building strong working relationships, leading and working on multidisciplinary teams
  • Demonstrated attention to detail and accuracy and ability to produce high-quality deliverables
  • Established relationships with federal and Minnesota regulatory agency staff, resource managers, and other government officials
  • Established relationships with mining and energy-sector clients
  • Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
  • Experience training and mentoring staff


NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Job assignments may involve work on waste disposal sites and sites requiring cleanup of hazardous materials. An OSHA-mandated physical exam may be required. Safety training will be provided.
