POSITION SUMMARY

Plans, directs, and coordinates activities of staff to maintain environmentally responsible and regulatory compliant operations by performing the following duties personally or through subordinates.

Safety, Health & Environmental Responsibilities AND Accountabilities
Include, but are not limited to:

  • Educate mine personnel on environmental expectations, activities and reporting procedures
  • Maintain effective working relationships with regulatory agency personnel.
  • Confer with regulatory agencies to review mandated environmental quality standards, permit requirements, industrial practices, and new developments in pollution abatement. Determine how these impact the mine and ensure compliance with applicable regulations.
  • Prepare environmental progress reports for management and regulatory agencies and meet the required deadlines for all reports
  • Review environmental aspects of capital projects and ensure proper permits are obtained as appropriate
  • Manage activities associated with department’s budgeting and site bonding
  • Ensure contracts are in place with vendors, consultants, and agencies
  • Schedule and assign duties to technicians and engineers based on their knowledge of specific environmental disciplines
  • Analyze analytical data and reports to evaluate environmental program effectiveness
  • Provide technical assistance to agencies for permit renewals; ensure permits are renewed in a timely manner 
  • Present information to agencies, public, and community members as needed
  • Support public and community relations activities associated with the mine
  • Approve chemicals for onsite use

Departmental Responsibilities 

  • Synthesizes data derived from monitoring activities; prepares graphs, charts, and statistical models in support of data understanding, tracking and reporting.  Conducts environmental effects assessments, and presents results in written and oral reports to both corporate and regulatory agencies.  
  • Administers various levels of water quality, air quality, and other monitoring programs including performing field sampling, following quality assurance/quality control plans, validating database information, and coordinating with laboratory personnel. 
  • Document and maintain plans, requirement, protocols, permits and standard operating procedures. 
  • Performs work place inspections to determine compliance with regulatory and company environmental standards, and ensures corrective actions are taken when necessary.    
  • Works extensively as part of an environmental team.   Coordinates and works with other departments, including the Mill, Mine, Maintenance, and Surface Operations, as well as regular coordination with regulatory agencies, and companies providing services to 
  • Pass a pre-employment physical and drug screen
  • Pass a position-specific physical demands assessment Hecla Greens Creek Mining Company (HGCMC).

QUALIFICATIONS
 Education and/or Experience

  • Bachelor's degree in environmental engineering, environmental policy, geology, biology, engineering, or related field.
  • Experience and familiarity with departmental responsibilities as described.
  • Three or more years of experience in mining industry or related field. 
  • Understanding and familiarity with Federal, and State of Alaska, regulations related to land, air, water, mining, and waste. 
  • Strong organizational skills, excellent written and verbal communication skills, and strong attention to detail.
  • Advanced MS Office skills.
  • Familiarity with database administration, programming, and data entry. 
  • Hands on experience with analytical, mechanical and compliance software (e.g. GIS, R Script, Autocad, etc.).

Other Qualifications

  • Preferred: Current 40 Hour HAZWOPER or 8 Hour Refresher.
  • Preferred: Experience sampling soil, surface water, groundwater, and other media.
  • Preferred: Experience in hazardous waste and hazardous materials management.
  • Preferred: Knowledge of ISO 14001 Environmental Management Systems.

 Physical Demands

While performing the duties of this job, employees may be frequently required to stand, walk, or sit for extended periods of time; use hand and fingers to handle or feel; reach with hands and arms; climb and balance; stoop, kneel, crouch, and crawl. The employee must be able to talk and hear.  

Other Physical Demands

Vision:

  • Able to judge distances and spatial relationships to avoid accidents while driving and walking underground and on the surface
  • Have clarity of vision while operating machinery, reading gauges, and placing tools
  • Have clarity of vision for distances while navigating within the mine and access roads efficiently and safely
  • Able to adjust varying points of reference while safely navigating the terrain, maintaining awareness of traffic, and operating tools and machinery
  • Able to identify vehicles, machinery, and people in peripheral vision

Speaking:

  • Able to clearly communicate with co-workers and supervisors on the radio and in person

Hearing:

  • Must wear hearing protection while working in the mill or in the mine (paste plant) 

 Work Environment & Job Schedule
 
Employees may be exposed to underground work environments; outside weather conditions, wet and/or humid conditions; extreme cold, extreme heat, potentially hazardous wildlife; moving mechanical parts; high precarious places; fumes or airborne particles, toxic or caustic chemicals; risk of electrical shock; explosives and vibration.  The noise level in the mill and other work environments can be very loud. This position may occasionally require work on nights or weekends.
