POSITION TITLE: Deputy Rigging Superintendent
LOCATION:  Construction site

REPORTS TO: Dry Process / Wet Process Area Managers

DIMENSIONS OF THE POSITION:
This is an expatriate technical position on the project.

PURPOSE:
Provide oversight and guidance to the construction EPCM contractor to ensure the work is completed safely, on schedule and in accordance with the drawings and specifications. Review schedules and procedures to ensure interdisciplinary coordination and timely completion of the work. Ensure compliance with project policies regarding health, safety and environmental performance. Monitor progress and provide reports and input to maintain the scheduled completion of activities. Coordinate and communicate with other disciplines and functions to manage the work and provide assistance in resolving issues.

JOB DUTIES:
Support the Lifting and Rigging Superintendent as required, providing coverage also during its absence on below activities:

  • Implement and enforce the HSE Management Policies and Plan at site.
  • Ensure logical construction steps are in place for the area and follow up budgeted time required to meet deadlines.
  • Analyze contractor’s plans and schedules to determine distribution of workforces and equipment ensuring they comply with the company priorities and meet the milestones.
  • Inspect the construction activities and review project related information to ensure that lifting and rigging procedures meet the project standards.
  • Inspect all lifting gear (slings, shackles, hoist, hooks, man baskets, etc.) and equipment (cranes, telescopic handlers, boom trucks, overhead cranes, etc.) to ensure they are in optimum conditions and suited for the job, organize and conduct monthly inspections on general rigging and lifting equipment and extraordinary inspections before a critical operation.
  • Interpret and explain rigging and lifting terms to administrative staff, workers, and clients, representing the owner as required.
  • Ensure that all necessary permits have been acquired for construction rigging and lifting operations.
  • Be familiar with project drawings and specifications to determine and enforce appropriate construction methods.
  • Be familiar with equipment Installation Manuals to determine and ensure appropriate installation sequence and methods.
  • Enforce the contractor to staff the construction areas according to project staffing plan to meet first priorities and project milestones.
  • Take actions to deal with the results of delays, bad weather, or emergencies at construction site, organize meetings and solve problems on the spot as they appear.
  • Plan, organize, and direct activities concerned with the construction activities of the Project facilities in the area.
  • Support investigations of accidents, near misses, damage or delays at construction sites, to ensure that proper preventive and corrective procedures are being carried out.
  • Provide mentoring to national staff (supervisors and superintendents).
  • Review contractor’s plans for heavy and/or critical rigging & lifting operations, make corrections or implement new plans as required to improve project productivity and safety.

WORKING CONDITIONS/REGULATORY REQUIREMENTS:

  • Maintain both personal action and speech in a professional manner.
  • Follow all Company policies and lead by example.
  • Be available for travel to sites when required.
  • Much of required work is independent of supervision; must utilize good time management.

JOB DESCRIPTION

  • Working schedule: 6 weeks on  Construction site/2 weeks off to point of origin or 10 working days at Site/4 days off based in Almaty city.
  • Work location –  Project site in East- Kazakhstan region
  • Languages: English language essential.
  • Accommodation is provided at the project site. Single accommodation with private washroom, internet connection, television, and laundry services are provided. Shared recreation facilities for staff are also available on site.
  • Transportation to/from the project site is provided. Shared transportation is provided on site.
  • PPE, including outerwear and boots, is provided.
  • Temperatures range from approximately +40 C to -40 C. Wind chill factors are extreme in the winter months.

REQUIRED TECHNICAL SKILLS, TRAINING & EXPERIENCE:

  • Bachelor of Science degree or equivalent in Civil, Mechanical or Structural Engineering.
  • Minimum 3 years of heavy rigging & lifting experience, preferably on large capital projects
  • Be familiar with the various types of slings and rigging hardware as well as have intimate knowledge of the cranes, mobile transports and other lifting equipment required for the various rigging tasks.
  • Must have good communication skills in order to communicate with various support groups (field engineering, Quality) as well as the various contractors performing the heavy lifts.
  • Must be able to guide and direct as well as develop the craft performing the work.
  • Strong computer skills is a plus.
  • Must have expat experience.
  • Must have cold climate execution experience.
  • Strong Character with good leadership and management skills.
  • Good communication skills - verbal and written both internally and externally.
  • Strong analytical abilities.
  • Previous experience in the FSU will be highly regarded.
  • Multicultural team execution experience and mentoring is key requirement.
