Area Manager Permitting is responsible for managing the permitting and compliance process for a geographic area. Duties include: managing resource development, developing and permitting aggregate resources, provides permit management and compliance, evaluates and completes acquisitions (and due diligence), and creates and maintains good community and public relations. Acquires land-use entitlements mining while assuring compliance with operating permits. Budgets, designs, schedules and implements capital projects for legally mandated permit conditions and reclamation; acquires property and property rights for future aggregate sources; and participates in design and scheduling of proposed expansion of new aggregate sources. This individual also is responsible for supporting operations in maintaining compliance with land use entitlements and resource agency permits. What You’ll Do:
  • Develops aggregate resources to meet Company and regional business objectives.
  • Manages California Resource Developments within a strategic plan for the region.
  • Acquires easements, property, and land-use entitlements for future mining.
  • Obtains new operating permits and maintains compliance with existing operating permits.
  • Designs and schedules proposed expansion aggregate sources.
  • Supports assigned operations in maintaining compliance with land use entitlements and resource agency permits. This includes periodic auditing and reporting using the Company’s audit systems practices and procedures.
  • Budgets, designs, schedules, and completes capital projects to meet company and regional business objectives.
  • Plans and implements special projects, including acquisitions, in a timely and efficient manner.
  • Participates in community activities in a manner that creates and maintains a positive corporate image for Vulcan.
  • Communicates with public officials and local residents to ensure compliance and community support for Vulcan objectives. Presents Company plans to councils, commissions, and boards of governing agencies.
  • Coordinates projects with legislators, mayors, state department heads, public service staffs, community groups, and landowners to meet mutual goals and objectives.
  • Keeps abreast of the constantly changing regulations governing Vulcan’s mining, asphalt, ready mix concrete, and landfill operations.
  • Other duties as assigned.
Skills You’ll Need: Education. Bachelor's degree or its equivalent required with emphasis in Environmental Studies, Planning, Public Policy, Geology or other technical degrees. An AICP, PE or PG is highly desirable. Experience. 5 to 7 years’ experience in natural or mineral resource development is required. Experience preparing and/or administering habitat mitigation or conservation plans is highly desirable. Critical Knowledge . Working experience and knowledge of NEPA/CEQA, SMARA, as well as ACOE permitting, ESA, and related state regulatory programs. CA state regulatory experience required. Market Analysis. Strong skills in market research and analysis, negotiating, budgeting, and scheduling: spreadsheet and word processing computer skills. Additional Knowledge. Knowledge of aggregate industry permit processing, reclamation design, and implementation, and thorough knowledge of laws and regulations regarding land use, development and acquisition.
