Job Description

The joint venture between SNC-Lavalin and Aecon has been awarded a contract with Ontario Power Generation (OPG) to carry out the Darlington Retube and Feeder Replacement (RFR) project. The project involves refurbishment of all four reactors at the Darlington Generating Station and consists of two phases – a Definition Phase and an Execution Phase. The Definition Phase includes the construction of a full-scale reactor mock-up to simulate key elements of the refurbishment work, and the development, procurement and testing of specialized tooling required for the project. The Execution Phase involves refurbishment of the reactor cores using the tools and methods that were developed and tested during the Definition Phase.

Job Description:

Responsible for performing routine and non-routine cost analysis assignments that require the selection and application of resource monitoring and control principles, techniques and technical knowledge of EPC activities. Support the Project Management team through identifying potential cost overruns and forecasting. Update cost data for such items as change requests, bid comparisons, financial analysis, etc.  Will be responsible for managing the reporting

Responsibilities:

 The Junior Cost Controller will report to the Cost Control Manager and will be responsible for:
  • Participating in the establishment of the project budget and coding
  • Monitor engineering, procurement and construction budget, actual, commitment and forecast
  • Compiling information supplied by estimating, engineering, procurement, construction and planning for cost projections
  • Keeping project management informed on cost trends and proposing appropriate recommendations
  • Providing the project with timely cost and labour spend reports
  • Analyzing data to establish the budget, commitment and forecast difference
  • Researching cost and productivity trends
  • Updating engineering and procurement and construction progress in cost system
  • Keeping track of scope, design and budget changes
  • Updating project and corporate manpower loading forecast system
  • Assisting finance for preparing invoices to client
  • Administer internal budget allocation between different SNC Lavalin divisions
  • Update the Manpower Forecast Load on a monthly basis with actual manpower spends and forecast manpower requirements
  • Update actual spent and progress in the earned value tracking system (PM+)
  • Administer the resource requisition process between SLN and Candu Energy
  • Enter labour actuals from all Joint Venture participants into the labour database, and load actual into the tracking databases
  • Produce ad-hoc reports as required

Qualifications:
  • Minimum 2-5 years of experience, Nuclear, Oil & Gas or Industrial background will be preferred
  • Hands-on with cost management systems
  • Working knowledge of WBS and code of account implementation to manage cost on the projects
  • Experience in monitoring, recording and managing project trends
  • Experience in scheduling tools is a plus
  • Education in Engineering, Finance or Accounting
