Summary
    The person in this position will lead or work with highly collaborative project teams assisting clients with water-quality permitting, regulatory compliance, and related technical assignments for varying industries throughout the United States. Responsibilities include
  • Leading project teams in permitting and compliance strategy development for NPDES permits, industrial and construction permits, and water withdrawal permits
  • Reviewing operational functions and activities to verify that appropriate actions are developed and undertaken to achieve and maintain compliance
  • Evaluating new and existing processes or systems with respect to regulatory requirements
  • Interfacing frequently with industry representatives, regulatory agencies, and technical and information resource experts
  • Developing and providing training for clients and contractors.

  • The position requires strong problem-solving and communication skills to develop technical and permitting solutions to help meet client objectives. This person will also be expected to participate in and/or lead business development activities related to water programs.

    This position can be served from any of Barr’s U.S. locations. Barr may consider a remote working arrangement based on candidate qualifications. Fulfillment of the position responsibilities will require periodic travel.

    Minimum Qualifications

    • Bachelor's degree in environmental, civil, water resources, or chemical engineering; environmental science; or a related scientific degree
    • 10 years of professional experience with federal and state environmental regulatory programs, specifically NPDES and stormwater programs
    • Experience with water permitting and compliance
    • Ability to identify, develop, and evaluate solutions to complex regulatory issues
    • Strong oral and written communication skills with the ability to communicate effectively with project team members and clients
    • Aptitude for developing client relationships, including turning leads and opportunities into business
    • A flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and or client needs
    • Demonstrated ability to fulfill commitments on schedule and meet clients' service expectations and requirements
    • Self-initiative and motivation with an emphasis on client service while cultivating a career in environmental consulting
    • Demonstrated effectiveness in building working relationships and interacting with multidisciplinary teams
    • Demonstrated project organization and management skills including developing project scopes of work and work plans
    • Strong technical and problem-solving skills, including attention to detail, accuracy, and completeness, as well as a commitment to producing high-quality deliverables
    • Ability to travel to client locations and other Barr offices
    • Legal authorization to work in the United States without the need for sponsorship
    • Acceptable driving record

    Preferred Qualifications

    • 15 years of professional experience with federal and state water-related environmental regulatory programs, specifically NPDES and stormwater programs across multiple jurisdictions
    • Professional Engineer (PE) license in at least one jurisdiction
    • Certified Professional in Erosion and Sediment Control (CPESC) or similar certification
    • Regulatory experience with anti-degradation, TMDLs, toxicity reduction evaluations, and development of effluent limit strategies
    • Permitting support to projects related to emerging contaminants such as PFAS
    • Engineering or scientific knowledge and experience in the petroleum refining, pipeline, ethanol, mining, and/or power industries
    • Experience performing multi-media audits as a subject matter expert in wastewater, stormwater, SPCC, and FRP programs and supporting other aspects of the audit process
    • Knowledge of and familiarity with regulatory agency staff
    • Experience developing training programs for clients and contractors


    NOTE: Applicants must be able to work in locations that feature the rough terrain typical of construction sites and to enter and work within facilities that include limited accessibility, moving machinery, and other conditions common in industrial facilities. Job assignments may involve work on waste disposal sites and sites requiring cleanup of hazardous materials. An OSHA-mandated physical exam may be required; safety training will be provided.
