Safety Manager (SSHE)

Chifeng Gold’s Lane Xang Minerals Limited (LXML) operates the Sepon Gold and Copper Operation, located in Vilabouly District, Savannakhet Province, Lao PDR. Since operations commenced in 2003, LXML Sepon has produced over one million tonnes of copper cathode and over 1.2 million ounces of gold doré. In 2020, Sepon produced over 39,730 tonnes of copper and 64,809 ounces of gold doré. Sepon is projected to produce over 250,000 ounces of gold doré in 2021.

LXML is now positioning itself for future growth.  With the transtion from a copper-focused operation to a gold-focused operation completed in 2020 and with a number of other feasibility studies, a ramp up in exploration and with merging and acquisition activity underway, the future for LXML and the Sepon operation is unlimited in potential and opportunity.

In support of this growth, we are looking for a Security Safety Health and Environment Manager to join our leadership team to deliver on our growth plans, and be a part of this exciting future.  

Reporting directly to the Vice General Manager – Operations, the successful incumbent will provide leadership in the management of key Security, Safety, Health and Environment risks and opportunities to the combined LXML process operations group to safely deliver on all Sepon operational processing and financial business plans.

Key responsibilities include:

• Maintain and implement a Security, Safety, Health and Environment Strategy consistent with the Business Plan and CHIFENG LXML standards and strategy.
• Ensure appropriate SSHE practices and systems are in place to monitor and manage commitments for sustainable business operations
• Apply systematic approaches to issues management consistent with CHIFENG LXML’s business strategy, business model, policies and processes.
• Preparation and implementation of Environmental Monitoring, Waste Management, Site Rehabilitation and Water Management Plans in accordance with the site EMP.
• Participate actively in the site management team to implement the business plan and support & promote agreed decisions of the team.
• Provide support and advice to the Sepon Leadership Team on all aspects of SSHE management, including the management of impacts and change.
• Lead the implementation of SSHE practices through planning, awareness building and competency development of on-site personnel.
• Promote and improve SSHE performance through visible actions and regular audits & inspections to ensure that standards are being met and maintained
• Ensure that SSHE incidents including non-compliances are reported within the required timeframes and appropriately investigated.
• Maintain risk registers for all areas of responsibility and risk mitigation systems and processes.
• Build annual operating plans and budgets.
• Ensure compliance with CHIFENG LXML’s management systems and all statutory and legal standards.
• Drive respect for & increased understanding of SSHE issues through all site Departments.

Qualifications, Skills and Experience:

• Tertiary qualification in a Safety, Health, and/or Environment or mining-related qualification
• More than 10 years of professional SSHE experience
• Seasoned SSHE professional with a track record of success at senior management level in mining industry
• Broad knowledge of Government Relations in the global mining industry
• International Cross-Cultural leadership and management experience
• Comprehensive understanding of relevant legislation and regulations - legal qualifications are an advantage
• An understanding of the security, safety, health and environment risks and solutions in which we operate
• Strong business acumen with highly developed communication and presentation skills.
• Demonstrated experience in leading change and delivering improvement across all areas of SSHE operations.
• Expatriate experience with a proven ability to develop National work teams through direct coaching and development.
• Significant demonstrated leadership which supports a high performance culture.
• Ability to communicate effectively across all levels.

This expatriate assignment is a 2 year contract residentially based in the Lao capital city of Vientiane on a 5/2 4/3 roster to site.  Alternatively, a longer FIFO roster from your home country can be agreed for the right candidate.
