We are an international business with interests in exploration, mining, processing of copper and cobalt in the Democratic Republic of the Congo (DRC). The company operates several mines in DRC and has a fully vertically-integrated business, producing finished mineral products within the DRC.

We are currently developing an open-pit mine and building a processing plant to produce Coper and Cobalt hydroxide concentrate on site located near Kolwezi, in the Lualaba Province of the DRC.  We are recruiting a SHREQ Manager to join the team on site to ensure the project is delivered keeping all the Safety, Health, Environment & Quality standards in place and within the given time and budget.

Base location:                         On site near Kolwezi, Democratic Republic of the Congo

Being a SHREQ Manager, you will ensure that the organization meets the necessary legislative obligations of the DRC and drive the continuous improvement of health, safety and environment throughout your business on site. You will facilitate the ongoing development of health and safety policies and practices to make sure all staff are adhering to these standards. You will also provide advice, support and guidance at a Manager level on all matters of legal compliance regarding Health and Safety Management. You will also be required to ensure alignment of the operation with the ISO standards. The incumbent will advise the project management team on site while reporting to the SHREQ Director.

Key Deliverables:

  • Main Responsibilities
  • Efficiently implement the Company’s SHREQ Policy.
  • Implement and maintain a strong SHREQ management system for the operation to create a sustainable “Safety Culture”, inclusive of all SHREQ disciplines.
  • Review, develop and implement operational standards and procedures that must be monitored, audited and actioned.
  • Maintain annual SHREQ performance targets and objectives to enhance the company’s performance standard in these critical areas.
  • Manage, guide, train and support a dynamic SHREQ team that will report to you.
  • Monitor company performance and recommend corrective actions to the management board to ensure that annual targets are met and standards are maintained.
  • Ensure our processes are followed and key behaviors are embedded across all areas of our business.
  • Drive and maintain company targets and objectives for ensuring the company’s Health, Safety and Environmental standards are maintained to best industry recognized standards.
  • Identify and support company’s training policy and competencies and ensure compliance as per local law.
  • Attend and lead SHREQ meetings on site.
  • Ensure all incidents are communicated, investigated and learnings are shared to prevent repetitions.
  • Develop leading and lagging indicators to manage the SHREQ disciplines efficiently.
  • Provide vision, energy and leadership; ensure SHREQ goals and targets are met in a sustainable manner.
  • Implement and evaluate our Occupational Health, Safety and Environmental strategy and tactical implementation plan to support delivery of the company’s business plan and longer-term strategy.
  • Maintain an effective mechanism that ensures that lessons are learned and best practice is entrenched.
  • Identify and manage the company’s internal training H&S program.
  • Continually monitor the performance of the SHREQ supply chain to ensure it offers value and supports delivery of company targets.
  • Compile SHREQ monthly reports as well as statutory reports as required.
  • Performance Measures
  • Lost time incidents maintain position of zero events.
  • Promote near miss/sharing is learning initiative within the business.
  • Determine a program of safety and environment audits, sites monthly, capture results, report monthly and demonstrate continuous improvement.
  • Produce/communicate monthly safety bulletins/alerts. Either topical towards recent events or industry best practice.
  • Establish a program of toolbox talks (safety & environment), develop schedules for SHREQ inspections on site daily basis.
  • Environment – understand measure and monitor our resource utilization with a view to achieving month on month improvement
  • Conduct and lead accident/incident/root cause analysis investigations, identifying the immediate, underlying and root causes of accidents/Incidents.
  • Essential skills, experience and qualifications:
  • An industry recognized qualification such as the NEBOSH Diploma (or equivalent)
  • Minimum of a Bachelor of Science degree in Environmental Science or equivalent qualification.
  • Strong experience in development, implementation and maintaining international standards for ISO 9001, ISO 14001 and ISO 45001.
  • Demonstrated progressive experience in environmental assessment in the mining discipline.
  • Credible experience in health and safety, including operations experience.
  • A track record of project management experience.
  • Demonstrated experience with written and verbal communication skills in order to work with, provide advice to, train, and promote excellence in Health, Safety and Environmental staff.
  • Industry specific experience, for example CDM (Construction Design and Management).
  • Strong attention to detail, with the ability to recognize discrepancies.
  • Experience of working with senior management.
  • The ability to organize and prioritize workload.
  • Experience in working with a multicultural environment.
  • A flexible approach to working hours.

In the near future, we will also produce copper and cobalt from Mutoshi in Kolwezi. Our assets in the DRC include:

  • The Etoile mine and processing plant, Etoile phase II project plant expansion;
  • The Mutoshi mine and processing plant which is under construction; and
  • A significant portfolio of mining concessions.
