DEPARTMENT: Pre-Commissioning  Group,  Expansion Project
REPORTS TO: Pre-Commissioning Manager

DIMENSIONS OF THE POSITION:
This is an expatriate engineering/technical position on the  Expansion project.

PURPOSE:

  • This person will provide Process Engineering support/direction to the Pre-Commissioning Team,  Expansion Project.
  • The Lead Process Engineer manages process related commissioning and reports directly to the Pre-Commissioning Manager.

JOB DUTIES:

  • Lead the Project Pre-Commissioning Team with all aspects of Process and Metallurgical commissioning, ensuring timely completion of commissioning plant, areas and systems.
  • Assist in the preparation of Risk Assessment of Plant Design, Construction and Commissioning.
  • Lead all activities related to the Process Commissioning Phase of the Project.
  • Adhere to site QA/QC protocols through the use of understandable quality procedures. 
  • Ensuring statutory compliance for all installations, equipment and works across the project site.
  • Manage the preparation of commissioning documentation to ensure timely commissioning and completion of the project.
  • Overall responsibility for ensuring that C-1 and C-2 activities for each Facility Area are closed out.
  • Perform regular audits of the C-1 and C-2 Test Pack compilation and manage overall functionality of the Progress tracking Register and assist the Data Entry Clerk if that person isn’t receiving timely test  records for entry.
  • Develop and manage C-2 test plans for wet and air commissioning.
  • Designate Facility Areas to Process Engineers who will be responsible for defining the equipment sequence and then commissioning priority’s required in order to perform C-2 commissioning as discrete units and full circuits.
  • Responsible for ensuring that the Processing Team assist with C-1 testing and complete full C-2 (wet and air) testing of all equipment and full interlocking and function checking back to the DCS/SCADA System of all 
  • Facilities Areas and confirm that all interlocking tables have been marked as tested and functional.
  • The Lead Process Engineering role involves both office based managerial duties and active field based commissioning of equipment.
  • Read the Pre-Commissioning Framework Plan and ensure that the Contractor or vendor support under your control and all Process Engineers comply with the protocols within.
  • Coordinate multi discipline teams to deliver required work within allotted time frames. 
  • Ensure that the Processing Team members comply with the Project HS&E plans and procedures.
  • Assist with Punch listing and enter punch lists in the Master Defect Registers for Mechanical/Piping and Electrical/Instrumentation.
  • Develop and raise Scope of Work and CORF’s.
  • Raise Purchase Orders and track progress.
  • Track C-0 Test pack progress.
  • Assist in the implementation of all process and metallurgical aspects of the project commissioning plan and procedures for staff and contractors by conducting and attending site and area specific meetings regarding commissioning matters.  Witnessing, conducting and verifying checks and tests are carried according the commissioning plan and to the required codes and statutes. Working with Project Contractors and sub-contractors to ensure compliance.
  • Ensure that the Processing Team members comply with the site requirements and adherence to Pre-Commissioning Safety Inductions and Lock-Out Tag-Out Procedures.
  • Audit work groups in each Facility Area for compliance to work permits and safe work practices.
  • Utilise SLAM and JHA’s to audit work safe practices.
  • Assist in the creation of safe worksites by addressing all HSE issues relating to commissioning promptly in conjunction with Pre-Commissioning Manager and HSE Team.
  • Comply with site commissioning safety protocols such as using barricading, tags and signage and ensuring adherence to Area Permit to Work requirements.
  • Assign Area Facilities to Process Engineers, who will work in those designated areas with other discipline engineers in order to close out the commissioning activities. 
  • Assist the Mechanical Team with planning and equipment test schedules, so that labour resources to assist commissioning can be pre-allocated.
  • Read the Pre-Commissioning Framework Plan to become familiar with the commissioning protocols.
  • Participate in daily pre-start meetings, coordination meetings, induction programs, and toolbox meetings.
  • Maintains company compliance with relevant HSE guidelines onsite by ensuring correct implementation of Job Safety Analysis and Work permits for each commissioning system / sub-subsystem, as well as conducting inspections as required and needed.
  • Participates in accident and incident investigations of any breaches of the commissioning plan or procedures as required.
  • Comply with all of  corporate policies and procedures by adopting company’s Quality Assurance and Occupational Health, Safety, Welfare and Environmental policies, procedures and requirements.
  • Any other duties requested by the Pre-Commissioning Manager
  • Mentors and guides junior engineers

WORKING CONDITIONS/REGULATORY REQUIREMENTS: 

  • Maintain both personal action and speech in a professional manner. 
  • Follow all Company policies and lead by example. 
  • Be available for travel to sites when required. 
  • Much of required work is independent of supervision; must utilize good time management. 
  • Single status only: 8 weeks on  Construction site/2 weeks off to point of origin. 
  • Work location –  Project site in East- Kazakhstan region 
  • Vacation entitlement – considered in the roster schedule 6/2 
  • Allowances for 6/2 schedule as defined by the Project standard conditions.
  • Languages: English language essential.
  • Commissioning work is performed on a continuous 7 day per week schedule. Off shift coverage will be coordinated with other members of the pre-commissioning management team. 
  • Accommodation is provided at the project site. Single accommodation with private washroom, internet connection, television, and laundry services are provided. Shared recreation facilities for KPBV staff are also available on site. 
  • Transportation to/from the project site is provided. Shared transportation is provided on site. 
  • PPE, including outerwear and boots, is provided. 
  • Temperatures range from approximately +40 C to -40 C. Wind chill factors are extreme in the winter months.  

REQUIRED TECHNICAL SKILLS, TRAINING & EXPERIENCE:

  • Degree qualifications in Process or Metallurgical Engineering or any technical discipline combined with a minimum of 10 years of experience in the mining sector is preferred, though candidates with lesser experience may be considered. 
  • Experience in the various phases of mining project implementation more specifically in pre-commissioning, commissioning and start-up.
  • Experience with project work as Senior/Lead Process Engineer on large scale mining projects is essential and specific experience within operations or flotation plants would be advantageous. 
  • Demonstrated skills with the use of specific proprietary software packages relevant to Engineering disciplines. 
  • Team Player, self-motivated and capable of working with minimum direct supervision and adapting to changing circumstances. 
  • Experience working in cold climate preferred.
