Procurement Lead

Position Summary

Hatch is recruiting a ‘Procurement Lead’ to join our dynamic team based in Dorking, Surrey. Your procurement skills will have an important part to play in the interesting and diverse projects we deliver.

The role

The Procurement Lead is involved from the planning/initiation phase of projects until close-out of all purchasing packages and relates to the acquisition of materials and equipment in support of engineering and construction management. Purchasing interfaces primarily with Engineering and aligns its activities with Expediting, Vendor Quality Surveillance, Logistics, Site Materials Control, Project Controls and Construction.

You will be experienced in the discipline of materials/equipment acquisition including the purchase of tagged, bulk and engineered materials for projects.

You will work autonomously to develop expert knowledge of the construction market, vendors and products associated initially with general construction and the fusion industry in the UK, whilst working collaboratively with the entire Hatch team to support our proposal, engineering studies and project execution functions. Prior experience in some or all of the nuclear, oil & gas, energy, metals and infrastructure sectors will therefore be desired.

You will carry out the “Formation and Award” as well as “Administration and close-out” of work processes of all purchase orders in accordance with the project requirements.

You will own the purchasing process from the planning/initiation stage to close-out.

You may be the sole practitioner and therefore responsible for all Procurement functions and their related deliverables.

You will participate in Business Development Proposal efforts including Procurement Execution Plan write-ups and the associated man-hour estimating.

Responsibilities

  • Responsible for developing the Project Procurement Execution Plan
  • Responsible for implementing purchasing procedures and templates/documents to be used on the project
  • Responsible for managing the following objectives and deliverables:
    • Establish General terms and condition suitable for the project
    • Preparation of Bidder’s List for approval
    • Obtain and verify Technical bid documents to ensure that specification are compatible commercial documentation to form a cohesive Bid document
    • Manage the bidding process including technical queries from Bidders and issuance of addenda.
    • Prepares and issues purchase orders
    • Ensure proper control and methodology of contractual change notice to Purchase Order Revision, claims and/or back charges
    • Ensures proper process of Progress Payment validation in support to Accounting for payment approval
    • Ensures that all purchase orders are closed out in accordance with project specific procedures/requirement


  • General Managerial Duties:
    • Provide supervision, training and assistance of team members
    • Provides updates and reporting to Project Manager on procurement performance metrics such as cost, negotiated savings, low-cost country sourcing and schedule
    • Assists with resource planning, specifically with regards to staffing purchasing personnel


Qualifications

  • Extensive experience in an EPCM project environment on capital projects, specifically purchasing of project material (tagged, engineered and bulk)
  • Experience and contractual knowledge base with regards to the drafting of commercial terms and conditions
  • Excellent understanding of procurement processes and corporate governance principles
  • Knowledge and experience with material expediting, vendor quality surveillance, logistics and site material control
  • Experience/familiarity working with either the UKAEA or within their procurement structure
  • Experience/knowledge of the UK based fusion supply chain
