Summary

The person in this position will assist in advising fuels/pipeline clients on project management and permitting strategy, provide technical advice and support, and build and maintain client relationships in Minnesota. This position is based in Minnesota with the potential for occasional travel as needed.

Work will involve interacting with federal, state, and local government officials; staff of non-governmental organizations and regulatory agencies; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens.

This person will work with multidisciplinary project teams to guide the development of permit applications for large and complex projects. Responsibilities also include developing strategies for aligning clients’ business goals and objectives with required federal, state, and local assessments and permits as well as coordinating environmental work with the design phase of projects.

Minimum Qualifications

  • Bachelor’s degree in environmental engineering or related engineering discipline, environmental science, natural resources management, or related field or 20 years of experience directly related to environmental review and permitting for power-related projects in Minnesota
  • Working knowledge of the key impact assessment and management issues in the fuels sector
  • Knowledge of and familiarity with federal and Minnesota regulatory agency structure and other government officials
  • Demonstrated effectiveness in bringing together multidisciplinary teams to successfully permit pipeline projects
  • Demonstrated effectiveness in building relationships with stakeholders and agency representatives
  • Experience working in a deadline-driven environment
  • Strong oral and written communication skills, including technical review of documents and the ability to communicate in a consultative manner with project team members and clients
  • A flexible working style and the willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needs
  • Self-initiative, motivation, and an emphasis on client service
  • Willingness to travel and work out of town on a limited basis and as needed
  • Acceptable driving record
  • Legal authorization to work in the United States without the need for sponsorship

Preferred Qualifications

  • 20 years of experience directly related to environmental review and permitting projects
  • Demonstrated skills in negotiation, problem-solving, project organization and management, adhering to schedules and meeting deadlines, mentoring and training staff in preparing effective documents and applications, building strong working relationships, leading and working on multidisciplinary teams
  • Demonstrated attention to detail and accuracy and ability to produce high-quality deliverables
  • Experience and ability to build and maintain relationships with federal and Minnesota regulatory agency staff, resource managers, and other government officials
  • Established relationships with energy-sector clients
  • Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
  • Experience training and mentoring staff


NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Job assignments may involve work on waste disposal sites and sites requiring cleanup of hazardous materials. An OSHA-mandated physical exam may be required. Safety training will be provided.
