JOB TITLE : Environmental Compliance Manager
DEPARTMENT : Retail
REPORTS TO : Director of Retail Operations
The environmental compliance manager tracks laws and regulations that might affect the organization's policies or practices. Assists operations management in maintaining compliance with air quality, wastewater and storm water permits, and issues. Conducts environmental investigations and waste acceptance programs. The environmental compliance manager deals with regulatory agencies. Coordinates site inspections. The environmental compliance manager provides compliance support and direction and plans, implements and conducts programs to train managers and employees in compliance requirements and practices. Is also responsible for including techniques for handling hazardous materials, chemicals, and toxins in view of existing standards. Environmental compliance manager manages special waste approvals and investigates findings about the environment.
Familiar with Nevada, Colorado and California and Federal Underground Storage Tank regulations to manage small compliance repairs and testing projects. Manage all aspects of compliance projects of company's fuel stations and facilities in California and other regions of North America including vendor procurement, permit applications/submissions, work oversight, client interface, close out documentation, CO generation and follow up, invoice oversight.
Minimum basic knowledge Required:
•Phase I/II EVR and air quality regulations
•Federal UST regulations and 2018 requirements for testing/operator training
•CUPA requirements for permitting underground tank repairs and operations
•Aboveground Petroleum Storage Act
•Water Board Regulations
•CERS Requirements
The following Essential Duties and Responsibilities include the following (other duties may be assigned):
1. Thorough Knowledge on Annual Monitoring Certification Tests, Air Quality tests, Secondary Containments Tests, Overfill Prevention tests, Fire Department Required tests, and others required by CUPA, State or Federal.
2. Weights and measures Compliance
3. SB989 repair projects
4. Test failure repairs
5. CERS upload and management.
6. Hazardous waste documentation management
7. Inspection program management
8. Veeder Root upgrades
9. AST/UST compliance upgrades
10. Water Board Compliance
11. Ensuring that Pre-Inspection visits are performed to identify and correct potential NOVs. Check that the environmental binder has all the documents needed filed.
12. Scheduling Annual Monitoring Certification Tests, Air Quality tests, Secondary Containments Tests, Overfill Prevention tests, Fire Department Required tests, and others required by CUPA, State or Federal. Scheduling all required testings in a timely manner and be present at the location for testing.
13. Checking DO reports and ensuring deficiencies noted are corrected in a timely manner
14. Ensuring that test results are sent to CUPA within the required time frame
15. Providing good documentation on return to compliance communication with inspectors
16. Organizing and filing reports, permits and other pertinent records. Ensuring site copies are sent and filed in a timely manner. Documenting corrections on citations.
17. Familiarizing with all Retail Locations' point of sale equipment, fueling equipment, UST etc
18. Providing good business practices and ensuring they are followed
19. Storm Water sampling requirements. Maintenance of SMARTs database for locations with LOI.
20. Ensuring that Monitoring wells are monitored and updated
21. Ensuring all sites have current permits
22. Work with Retail operations to remain in compliance at all times to WM, CUPA, state, federal etc
23. Be updated and current on new mandates and laws involving environmental
24. Assisting the site managers to be in compliant
25. Checking daily inspection for areas of opportunities
26. Monitoring Drum Contents and scheduling pick ups
27. Sending California Annual Fuel Report CEC-A15
28. Sending CUPA, State and Federal reports required.
29. Oversee the company's management and policy adherence in relation to Fuel Operations management
30. Manage service agreements and contractors working with the company on environmental compliance projects
31. Build relationships with external environmental service providers
32. Represent the Company in public hearings and consultations in relation to environmental matters
33. Lead on environmental investigations for significant incidents
34. Prepare environmental permits, licenses and exemptions when necessary
35. Update Emergency Response Plan
36. Update Site UST Monitoring maps
37. Provide assistance and job trainings to manager and team members when required.
38. Identify root causes of environmental problems and propose appropriate action plans.
39. Assess potential environmental risks and develop mitigation plans. Hazardous material business program.
40. Work with cross-functional teams to maintain environmental management and monitoring programs.
41. Follow and enforce environmental health and safety procedures.
42. Work with management to schedule periodic maintenance and upgrade activities.
43. Identify areas of improvements to reduce environmental violations.
44. Maintain complete and clear documentations for environmental operations for reference purposes.
45. Develop hazard control programs to reduce contaminations and accidents.
