Summary

The person in this position will undertake challenging work pursuing federal environmental review opportunities across the U.S., primarily in the Intermountain West and Midwest, and helping expand our existing in-house capabilities. The person in this role will work with Barr’s clients to identify, scope, and manage environmental review, permitting, and compliance projects; provide technical advice and support; help build and maintain client relationships; and pursue business development opportunities for permitting services and National Environmental Policy Act (NEPA) analysis with a number of sectors, primarily mining and energy. This position can be served from any of Barr’s U.S. locations and will require periodic travel. We may consider a remote working arrangement based on candidate qualifications.

This person will work frequently with federal, state, and local government officials; non-governmental organizations; regulatory staff; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. The person in this role will also be responsible for business development activities, including developing relationships with key clients, seeking opportunities to assist with permitting, and preparing proposals.

In addition, this person will work with multidisciplinary Barr project teams to manage and support the development of environmental review documents and permit applications. Tasks may include managing environmental surveys and assessments (archaeological and historical; threatened and endangered species; wetland delineations, inventories, and functional assessments), developing regulatory strategies with clients, and consulting and negotiating with regulatory agencies.

Minimum Qualifications

  • Bachelor’s degree in environmental science, environmental policy, natural resources management, engineering, or related field
  • 15 years of experience directly related to environmental review and permitting projects within the mining and energy sectors
  • Developed relationships with federal and state regulatory agency staff, resource managers, or other government officials, particularly in the Intermountain West
  • Experience with state environmental review programs
  • Established relationships with mining and energy clients
  • Proven ability to lead, organize, and direct multidisciplinary teams
  • Experience with project and team management and business development
  • Knowledge of and experience with NEPA regulations and processes
  • Experience working in a fast-paced, deadline-driven, and (at times) stressful environment
  • Strong oral and written communication skills and ability to consult effectively with project team members and clients
  • Demonstrated ability to negotiate; solve problems; pay attention to detail; produce accurate, high-quality deliverables; manage and organize projects; meet deadlines; mentor and train staff in preparing effective documents and applications; build strong working relationships; and lead and participate in multidisciplinary teams
  • Initiative and self-motivation, with an emphasis on client service and meeting client needs
  • Flexible working style and willingness to occasionally modify personal schedules to meet project deadlines and/or client needs
  • Legal authorization to work in the U.S. without the need for sponsorship
  • Willingness to travel and work out of town
  • Acceptable driving record

Preferred Qualifications

  • Recent consulting experience
  • Experience working as a third-party contractor on federal EIS projects
  • Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
  • Experience training and mentoring staff


NOTE: Some work locations may feature rough terrain typical of construction sites and may require entering and working in facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Safety training will be provided.

Compensation

The anticipated base salary range for this position is $104,675 - $124,935/year. Compensation will vary based upon experience, education, skill level, and other compensable factors. Employees in this position may also be eligible for a discretionary cash bonus.
