Position summary
Downer Rail and Transit Systems (RTS) is committed to providing the highest quality of Rollingstock & Overhaul services for both the local Queensland and wider Australian markets. We currently have an exciting opportunity for an experienced National Training Manager.

POSITION SUMMARY

This role reports into the Learning & Development Manager for RTS and forms a critical part of the broader Human Resources team.

As National Technical Training Manager you will lead a team of six (6) technical trainers in the Rail Transit Systems division across Vic, NSW and Qld. We are open to the position being based in either Sydney or Melbourne as long as you are flexible to travel to our various locations as required. Your responsibilities will include:
  • Development and implementation of a competency based framework nationally.
  • Build a learning management system to automate job role requirements and demonstrate competency compliance contractually and legislatively.
  • Perform training needs analysis (TNA) for each rail operations to address competency requirements and identify future capability needs.
  • Manage design, development, implementation and evaluation of a range of accredited and non-accredited rail, maintenance and equipment training courses.
  • Manage third party training agreements (contract) with registered training organisations and Downer's responsibilities as 'Training Provider'.
  • Manage resources and forecast requirements aligned with budget constraints.
  • Provide coaching and mentoring to technical trainers and ensure we have adequate trainers aligned with budget
  • Provide guidance to our national training coordinator support to best leverage learning management system (LMS) capabilities and ensure our training framework is correct and consistent across the business.
  • Source government financial support for training initiatives.
  • Manage quality control of courseware applying appropriate design (consistent with engineering standards) and document control principles.
  • Lead audits internal, contractual with client and with external bodies e.g. ONRSR.

Ideally you will have the following skills and experience:
  • Degree qualified ideally in Organisational Development or similar
  • Good experience leading a Technical Training function within a large organisation (heavy industry or similar preferred)
  • Ability to lead a national team and partner with business stakeholders to deliver on workforce technical skills and future capability development in line with business plans, project outcomes, best practice, and legislative compliance whilst focusing on implementing continuous improvement and innovation in learning
  • An understanding of risk, regulatory and compliance frameworks and experience in designing developing and implementation of compliance learning programs
  • Ability to partner and influence senior stakeholders across the Rail Transit Systems division
  • Excellent working knowledge of contemporary learning practices including e-learning and remote learning.
