Position

Community Relations (CR)/Social Responsibility Specialist, West Africa

Introduction

The CR/Social Responsibility Specialist, West Africa will support the Fekola Mine and Anaconda mine development project. The position will manage and build the capacity of the Fekola Mine Community Relations Department, will manage community relations at the Anaconda mine development project and manage the implementation of significant community development projects.

The CR/Social Responsibility Specialist will be a self-directed professional with excellent project management skills, who is comfortable working in a remote environment where frequent travel is required.

Location and Reporting Structure

This position will be based at B2Gold’s Fekola Mine in Mali, Africa on a rotation schedule. The position will direct the Fekola Social Manager in management and oversight of the Fekola Community Relations Department, report to the Fekola Mine General Manager on day-to-day operational and administrative matters, and report to the Corporate CSR Manager on strategic and technical matters.

Duties and Responsibilities

The duties and responsibilities will include, but are not limited to:

  • Direct the Fekola Mine Community Relations Department, particularly with respect to:
    • Ensure the Community Relations team’s implementation of B2Gold’s social responsibility policies and standards;
    • Provide training and capacity building to the Community Relations team in CSR skills and strategy;
  • Oversee community relations at the Anaconda mine development project, including:
    • Socio-economic baseline and impact assessment, and management plan development, for greenfield mine project ESIA & ESMP;
    • Stakeholder engagement, including with surrounding communities, vulnerable persons and artisanal and small-scale miners;
    • Grievance management; and
    • Monthly and quarterly reporting.
  • Manage the implementation of major community development projects, in particular the currently permitted, US$11M Fekola ‘Signature’ Agricultural Project (a 495-ha hydro-agricultural development project with the objective of ensuring the resilience of family farms in the face of fluctuating economic circumstances), including;
    • Consolidation of technical/permitting requirements and studies for management approval;
    • Management of in-country consultants and project implementation timeline;
    • Establishment of project performance KPIs and overall project reporting to Senior Management;
  • Execute a successful resettlement project (if determined to be required) and work with external experts and consultants, all levels of company management, and other employees to fulfill on this mandate, including:
    • Ensure the livelihoods and standards of living of displaced people are fully restored or enhanced, including through participation in the construction of the new village;
    • Oversee ongoing and regular engagement with affected community members and other stakeholders in order to manage expectations and inform company of stakeholder perspectives;
    • Work with CR team members and external consultants on livelihood restoration programs, ensuring alignment with community development;
    • Oversee grievance management related to land disputes, compensation and resettlement commitments;
    • Generate reports as needed (weekly, monthly, quarterly, and annual) to management on resettlement progress, impact metrics and budget;
    • Coordinate with other site-level departments and B2Gold Corporate staff;
  • Carry out the above functions in accordance to B2Gold’s Social Policy and Social Performance Standards; and
  • Perform other duties as required in support of Company objectives.

Requirements

  • Degree in International Development, Social Sciences, or a relevant discipline, preferred;
  • At least 8 years of relevant experience, with 3 years at role level;
  • Previous experience in managing the implementation of community development projects, particularly related to agriculture, preferred;
  • International working experience, required;
  • Experience in the mining industry or extractive sector, preferred;
  • Experience in managing internal teams and consultants, directly, required;
  • Strong knowledge, expertise, and understanding of the application and implementation of IFC Performance Standards, required;
  • Demonstrated ability to effectively scale and apply strategies to local environments and different cultures;
  • Excellent communication and collaboration abilities with all levels of internal and external stakeholders;
  • Ability to work with minimum supervision, manage multi-tasking and multiple demands;
  • Knowledge and experience working with Microsoft software (Word, Outlook, Excel, Project);
  • Strong English and French written, verbal and presentation skills, required.
