Downer Professional Services are currently seeking Procurement professionals with a range of experience (junior to senior) to support our engagements within the Commonwealth Government. These roles are centered in Canberra or may be elsewhere in Australia where projects are based, or hybrid work is possible.

As a Procurement Specialist you will be a highly skilled, resilient, and dedicated professional committed to enabling the delivery of outcomes through the provision of high-quality procurement work and advice.

What does a Procurement Specialist do?
• You will assist in tender development, contract reform and contract extension activities as well as provide ad-hoc advice on all aspects of the Commonwealth Procurement framework and commercial issues.
• Draft contractual artefacts associated with a complex materiel acquisition, including Conditions of Tender (CoT), Conditions of Contract (CoC), Tender Evaluation plans and supporting documents.
• Support tender clarifications, in particular those aspects concerning contractual and commercial elements of tenders and support negotiations.
• Draft and update liability risk assessments and identify commercial risks and treatment methodologies, including assisting in the development of negotiation strategies, development of contract negotiation directives and accurate note taking.
• Under broad direction you will perform and achieve complex procurement work within an integrated workforce.
• You will be responsible for influencing and developing strategies, policies, priorities, and operational practices in support of Defence objectives based on high level decision making and judgement.
• Develop and advise on Commonwealth procurement approvals including Endorsements to Proceed (ETP) and Section 23 Delegate Approvals and develop and advise on contractual interpretation and assist with contract change processes.

What you bring:
• Must have demonstrated understanding and/or experience in the identification and mitigation of procurement risks, preparation of procurement advice, sourcing and tender development, probity, evaluation, and contract management.
• A commercial awareness, highly developed interpersonal skills, the ability to work in a team and knowledge of Commonwealth procurement policies is highly valued.
• Astute decision making to achieve business solutions within legislative and policy frameworks.
• Successful completion of Defence specific Commercial courses such as Contract Risk Modules and ASDEFCON template user training.
• An understanding of Section 23s and the ability to review ETPs.

Essential Requirements:
Candidates must be eligible to obtain an Australian Government Security Clearance, and ideally already hold a clearance at the NV1 level. For this reason, applicants residing outside of Australia or non-citizens will not be considered.
