Position Overview

For our category-oriented Procurement Organization in Houston, we are looking for a strong candidate who is interested in helping to build and grow our organization. The position provides leadership and management for procurement of Pipe Fabrication and Steel Structure. This position manages a team of assigned purchasing agents, purchasing managers and other purchasing employees. The position requires a close interface with engineering. Duties also include, but are not limited to, negotiating with vendors, while consulting with corporate attorneys and senior management when necessary. The Category Lead Buyer and their team manage all requisitions of this category - for estimates and during project execution. There will be a close alignment with the Corporate Category Management.

Location

This position is based out of our Energy Corridor office.

Responsibilities

• Managing the Category Team for Pipe Fabrication and Steel Structure in Houston.
• Develop the category sourcing strategy for the projects and in close alignment with the central Category Manager and the Project Procurement Manager.
• Support the maintenance of the Kiewit Approved Manufacturer List.
• Develop the project vendor list for this Category.
• Monitoring the worldwide sourcing market for Pipe Fabrication and Steel Structure.
• Development of benchmarks.
• Execution of strategic initiatives with the Category Manager
• Locate and assist in the evaluation and qualification of vendors for Pipe Fabrication and Steel Structure.
• Coordinate between the Fabricators, Engineering and Construction
• Responsible for the manhour budgets of his team and estimate of such.
• Oversee and plan all aspects of purchasing from pre-bid to closeout.
• Represent company in negotiating contracts and formulating policies with suppliers.
• Negotiate commercial terms and conditions with equipment vendors; consult with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness.
• Monitor and oversee execution of the purchasing buy-out.
• Direct and coordinate activities of personnel engaged in buying and/or estimating of Pipe Fabrication and Steel Structure.
• Assist in the development and implementation of procurement and contract management instructions, policies and procedures.
• Maintain records of goods ordered and received.
• Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.
• Resolve vendor or contractor grievances and claims.
• Review material contract claims for conformance to company policy.
• Oversee administration of online purchasing systems.
• Communicate and enforce purchasing policies & procedures to project team.
• Oversee staff training, develop and mentor the assigned category buyers.
• Provide training to ensure policies and procedures are followed.
• Responsible for projections, financial planning, delivery schedules and project purchasing reporting.
• Oversee the development and review of all procurement analytics, reporting and deliverables.

Qualifications

• Proficient in Microsoft Office (Power Point, Word, Excel) with general knowledge of database utilization. SAP experience is a plus
• Bachelor's degree in business, engineering, supply chain management, or equivalent degree
• A minimum of five years' experience in the Oil, Gas and Chemicals EPC business.
• Knowledge of the worldwide market for Pipe Fabrication and Steel Structure and the supplier base.
• Basic technical know-how of Pipe Fabrication and Steel Structure
• Experience in Global Sourcing
• Detail-oriented, flexible and highly motivated with a strong work ethic and professional demeanor
• Effective time management and organizational skills
• Ability to perform multiple tasks efficiently and accurately
• Excellent interpersonal, written and verbal communication skills
• Team player with the ability to also work independently to meet fixed deadlines, goals and objectives.
• Strong leadership and people management skills
• Intercultural sensibility and experience
