Working as part of the Environmental team and under the direction of the Environmental Manager, assist with the development, implementation, and maintenance of programs and procedures to ensure environmental compliance with applicable federal, state, and local permits, laws, and regulations for the company. Also manage or assist with short-term and long-term permitting activities, including permitting with the County, Bureau of Land Management (BLM), CA Department of Fish & Wildlife (CDFW), and Regional Water Quality Control Board (RWQCB). The position will have a combination of permitting and compliance activities, and possibly site initiatives.

Responsibilities

•Contribute to the Company's goal of maintaining compliance with all applicable environmental permits and regulations

•Ensure compliance of environmental requirements, permits, plans, programs by identifying and analyzing issues, compliance, effectiveness, and then provide suggestions and recommendations for improvements for environmental performance. Upon agreement of Environmental Manager, develop and implement those recommendations.

•Assist with and/or manage site permitting activities, related to permits with County, BLM, RWQCB, CDFW, and others. Possible NEPA/CEQA management or assistance.

•Assist in developing, building, and maintaining an environmental obligation tracking system.

•Perform program research, planning and development, permitting, compliance monitoring, inspections, and technical support services

•Preparing and submitting clear and concise regulatory agency reports and other required documentation.

•Programs that may be involved include stormwater (SWPPP), air quality, waste management programs (RCRA and non-RCRA), permitting, hazardous materials management, wildlife protection and management, tortoise protection, biology, spill prevention control and countermeasure planning (SPCC Plan), drinking water, Reclamation Plan, revegetation, closure, and other environmental programs.

•Maintain a competent level of knowledge of environmental permit conditions and environmental regulations applicable to the site.

•Assist with the training of site and contractor personnel in environmental compliance issues.

•Oversee inspections of mine operations to ensure permit compliance

•Accompany regulatory inspectors on periodic inspections of the mine site

•Monitor performance reports for trends and conditions and identify and possibly implement corrective action to reduce or eliminate problems.

•Evaluates and administers contracts with vendors for the provision of services and equipment. Coordinate and maintain good working relationships with consultants and contractors hired to provide environmental support services to the company. Manage business partners (consultants, laboratories) as needed to generate reports of sufficient quality

•Contributes to site strategic planning and budgeting efforts for environmental systems and issues

•Promote company environmental stewardship

•Data compilation, graphical presentation, interpretation and database maintenance/storage required

•Manage consultants and onsite work related to Endangered Species and the California Department of Fish & Wildlife and US Fish & Wildlife Service

•Ability to be on call and respond to site for environmental incidents if needed.

•Assist with preparation and submittal of annual reports; Hazardous waste, Stormwater, FIFRA, SARA Title III, Air Quality

•Contribute to onsite auditing and compliance software

•Assist with the upkeep and maintenance of the Environmental Document Library and Compliance Calendar

•Peer review environmental documents for other environmental staff

•Manage data for compliance with regulatory and company requirements and objectives.

•Promotes awareness of environmental issues among employees

•Analyze lab data, do quality-control checks, enter data in spreadsheets and other environmental databases

•Assists with the response and investigation of environmental incidents

•Conduct fieldwork to investigate the nature and extent of any accidental spills

•Develop plans to prevent, control, or fix environmental issues.

•Assist in other site initiatives such as energy reduction, solar development, reclamation, revegetation, and other projects.

•Consistently exercises discretion and judgment in job performance.

•Act in a responsible, professional, and safe manner at all times.

•Punctuality and regular attendance required.

•Reports all environmental concerns to supervisor

•Effectively communicate with site personnel regarding compliance issues. Communicates well with Environmental Department as well as all other departments in the company.

•Effective communication with regulators/agency staff

Requirements

•Bachelor's degree or higher in environmental science or engineering, or in physical or biological science, natural resources management, chemical engineering, mining engineering, land reclamation, or similar relevant degree (required)

•Current or past MSHA Certification (desired)

•Professional environmental certifications (preferred)

•HAZWOPER, RCRA and DOT certifications for waste inspections and disposals (preferred)

•7-15 years of experience in environmental science, biology, engineering, reclamation, closure or compliance.

•Experience in mining is desirable but experience in another highly regulated industry or resource development industry (such as solar, wind, oil and gas) is also beneficial.

•Demonstrated knowledge of environmental regulations and requirements in at least some of the following programs: hazardous and solid waste (RCRA), storm water, Toxic Release Inventory (TRI), water/wastewater, air permitting, storm water pollution prevention (SWPPPs), Clean Air Act (CAA), Clean Water Act (CWA), Emergency Planning and Community Right-to-Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA), Oil Pollution Act (OPA) spill planning (SPCC Plans), Endangered Species Act, California Streambed Alteration Permits, and California Surface Mining and Reclamation Act (SMARA), NEPA, and CEQA - - but do not need expertise in all of these programs.

•California environmental regulatory experience preferred, but can be substituted with other strong, relevant experience.

•Proven ability to work on and manage multiple projects simultaneously.

•Proven writing and speaking experience.

•Previous experience performing monitoring and sampling preferred with basic knowledge of mining operations as well as general environmental monitoring (preferred)

•Intrinsic interest in Environmental, technology, math, sciences, and problem solving

•Detail-oriented and self-motivated with a sense of urgency

•Ability to understand and comply with applicable regulations including hazardous materials and wastes (RCRA), Emergency Planning and Community Right to Know Act (EPCRA), Toxic Release Inventory Reporting (TRI), drinking/potable water, groundwater monitoring, SWPPP, SPCC, Endangered Species Act, desert tortoise, Surface Mining and Reclamation Act (SMARA) - but do not need expertise in all of these programs

•Possession of a valid driver's license and satisfactory driving record required

•Physical ability and willingness to do occasional field work, along with willingness to work outdoors, sometimes in adverse weather conditions

•Excellent safety record and attitude

•Reading comprehension skills : You must have excellent reading comprehension skills in order to understand permits, regulations, and work-related documents.

•Analytical, Critical thinking and problem-solving skills : You will be asked to identify, analyze, and solve or weigh possible solutions to problems or issues.

•Communication skills : Excellent verbal, written, presentation and interpersonal skills required. You'll be working as a member of a team, so possessing strong listening, speaking, writing skills, and interpersonal skills is critical. You must convey information factually and clearly to the team leader when you can't resolve issues yourself. You will have to be able to compose well-written documentation. Ability to prepare accurate and well-written, grammatically-correct records and reports. Ability to prepare and give presentations and lead meetings with agencies.

•Independent and team worker : A demonstrated ability to follow direction and work independently, as well as, in a team environment and a positive professional attitude. Ability to influence others and work within a team environment

•Computer skills : Above average abilities with Microsoft Office Suite programs (Excel, Word, Outlook), and Microsoft Powerpoint and SharePoint. Experience with environmental compliance databases or software is a plus.

•Project management skills : You must have good project management skills and be self-motivated.
