Introduction to Bisha Mining Share Company

BMSC is an Eritrean company formed for the development and operation of the Bisha Mine in western Eritrea, Africa.  It is owned by Zijin Mining Group Co Ltd. (55%) and the Eritrean National Mining Corporation (ENAMCO) (45%). The Bisha Mine is a high-grade copper, gold, silver and zinc mine that commenced production in February 2011. The Bisha Mine has received continuous support from the Eritrean government, who granted the Company's mining license in January 2008. The project is the first modern mine in Eritrea. 

After two years of low cost gold production, the Bisha Mine transitioned to low-cost, high-grade copper production in 2013.  Starting in 2016, Bisha also produces zinc concentrate. Further resource potential exists at depth and from nearby discoveries within the Company's licensed areas.

The site is a well-established site with excellent catering and recreational facilities. The site also offers Wi-Fi internet coverage throughout the village as well international TV and a full gymnasium. Security ranks with best in the world and employees mountain bike freely.  Expatriates work a roster of 8 weeks on and 4 weeks off; we offer on-site medical services as well as company medical, accident death and disability and life insurance (employee only); Employees are provided with private rooms with en-suite toilet and shower facilities; Working hours at Bisha are Monday to Saturday from 6am to 6pm with a one hour lunch break and Sundays from 6am to 12pm with the afternoon off.

The successful candidate will earn a salary which is market related. Contract is for a period of 02 (two) Years.

Primary Purpose

  • Responsible for the development, implementation, and continuous improvement of health and safety programs that support Bisha Underground Operations.
  • To guide, educate, train, and motivate all levels of management, contractors, and the workforce in hazards to reduce risk in the operations to an acceptable level to prevent injury and illness to employees, damage to property, and environmental harm

TASK DESCRIPTION EXPANDED TO CORE PERFORMANCE AREAS

Development, implementation, and continuous improvement of health and safety programs  

  • Promote activities designed to maintain and to improve health and safety throughout the operation
  • Ensure workplace practices comply with state and company standards
  • Lead the development and implementation of health and safety objectives, processes, programs, and initiatives across the sites.
  • Serve as the company health & safety liaison with local, and state, as well as our strategic partners.
  • Ensure health, safety and security programs and supporting plans are developed, communicated, implemented and reviewed; advise and support the site team on such matters.
  • Coordinate with site teams to continually improve health safety, and security performance through the identification of risks and opportunities. Manage, review, and assess health & safety data as a tool forcontinuous improvement.
  • Together with the site leadership team, lead and support the implementation and continuous improvement of the Health and Safety programs to mitigate risk, prevent injuries, meet regulatory requirements and protect people, property, and the environment across the sites.
  • Facilitate and participate in the development, implementation, and ongoing review of risk assessments, the site risk registers and control plans.
  • Coordinate the Critical Risk Management program. Development and implementation of crisis and emergency management planning, coordination, and
  • Coordinate with supervisors and employees regarding safe operating procedures and the management of written standards and procedures.
  • Lead in detailed incident investigations and root cause analysis.
  • Ensure adequate Emergency Response requirements are met

Administrations

  • Occupational health and safety management documentation.
  • Compilation of Occupational health and safety reports, attend meetings as required.
  • Provide other duties as requested.
  • Always ensure ethical behavior and maintain good communication within the department.
  • Always maintain and enforce the BMSC Safety and Health policies

Budgeting

  • Financial tracking of all Occupational health and safety, budgets, and capital expenditure
  • Analyses budget variances and ensures corrective plans are implemented to ensure that overall budget is within limit
  • Continuously examines appropriateness of existing systems against the possibility of improved effectiveness and efficiency, and implement changes as required   

Report Writing

  • Generate weekly and monthly reports;
  • Generate Yearly reports;
  • Quarterly Underground OHS Board report preparation

UNIQUE REQUIREMENTS / OTHER INFORMATION

  • The incumbent must have experience in underground Occupational health and safety. 

Qualifications:

  • Degree or Diploma in Occupational Health and Safety or Applied Sciences
  • Relevant safety technical, managerial, and financial knowledge

Knowledge and Experience:

  • Minimum 10 years of related experience in the management of a safety team
  • Mining industry experience in hard rock underground mining
  • Occupational health and safety instructor (underground); experienced in developing and conducting health & safety training.

Technical Skills

  • Computer Literacy
    • MS Office – Intermediate, Excel – Advanced; MS project – Advanced.
  • Applied knowledge of relevant OSHA, MSHA, state and other regulatory requirements, as well-as industry standards and practices.
