Underground Mine Manager

Summary:

Oversees and manages all mine operational production functions and activities with respect to underground mining operations at Green River wherein conventional and continuous mining techniques are employed. This may include, but is not limited to productivity, maintenance, cost control, efficiency, human resources, safety, raw material and strategic planning.

Essential Duties and Responsibilities:

Develops, implements and reviews long and short-term production planning to provide for effective allocation of production, manpower, equipment and facilities necessary to achieve objectives. Participates in the preparation of operations plans, implementing same following approval. Prepares manpower and facilities requirement forecasts.

Administers the mine safety program to assure minimum accident frequency and full compliance with applicable laws and regulation issued by MSHA, EPA and other regulatory agencies.

Prepares and monitors budget and cost reduction programs to promote and maintain cost awareness and control.

Works closely with the mine maintenance superintendent to schedule routine and critical maintenance and to maintain an inventory of vital parts and materials.

Provides other departments with specific production and operation information necessary to their areas of responsibility.

Administers the collective bargaining agreement as applicable to mining operations, utilizing the assistance and counsel of Employee Relations as necessary.

Reviews the actions of subordinates with respect to grievance activity, disciplinary action, pay practices, and other procedures and takes appropriate action to assure the highest possible standard of labor relations within the reasonable limitations of that Agreement and established Company policy.

Participates, with the training supervisor, in the development of employee orientation and training programs and arranges satisfactory times and locations for presentation of same.

Cooperates with representatives of State and Federal regulatory agencies to assure compliance with applicable laws and regulations.

Maintains a staff of qualified personnel by assuring proper compensation, development, training, and timely implementation of employee relations policies and procedures.

Assures the development and implementation of an Affirmative Action Plan in accordance with EEOC regulations.

Performs managerial administrative duties related to personnel decisions including but limited to writing and conducting performance evaluations, hiring, disciplinary / termination decisions and work assignments.

Performs other duties as assigned.

Qualifications:

Must possess strong interpersonal and written communication skills, exercise sound independent judgment, possess superior managerial skills with ability to interface effectively with both internal and external customers as well as senior management and have a solid understanding of manufacturing fundamentals associated with production, maintenance, material management. Must have thorough working knowledge of efficient mining techniques and procedures that conform to applicable Company, State and Federal safety regulations. Knowledge of applicable computer applications and programs is also required. Must be able to obsess a Wyoming Mine Foreman and Examiner certifications.

Education and/or Experience:

Bachelor's degree in Mine Engineering or related field with 8-10 years of related experience in a heavy industrial environment (chemical preferred). Previous administrative experience overseeing other supervisory personnel is required.
