Job description:
Purpose
The Contracts Advisor will provide support to the Supply Chain (Commercial) Department - Contracts Area, in the planning, sourcing, drafting and administration of contracts related to medium complexity and spend categories, allowing the Company to obtain the best value of the supply of goods and/or services required for the sustainability of the Cobre Panama Mine operation.

Key Accountabilities and Challenges
  • Operate within and observe all relevant and applicable laws of Panama, Company's policies and guidelines and in particular the Contracts area procedures and the Company Local Procurement Policy.
  • Conduct the Source to Contracts Process for the contracting on a defined portfolio of Categories (mid-range spend, medium level risk and complexity):
    • Focused on sourcing and delivering of Services and/or Goods supply contracts related to categories which have significant impact on the on-going Company\u00b4s operations or maintenance: OEM\u00b4s Process Plant Services and/or Goods, Port Operations services, Construction services, among others.
    • Drive and support a consistent sourcing strategies and supplier/contractor relationships approach to ensure sustainable supply and delivery of the right Goods and/or Services (line with business requirement), at the right time, right place and at the best commercial terms generating a positive impact Company\u00b4s normal operations.
      • Lead and coordinate with the internal customers and stakeholders the planning, formation and commercial administration of the contracts.
      • Provide commercial support to the internal customers in the preparation of the scope of work/ scope of supply (Services and/or Goods) and in the definition of KPIs.
      • Lead and execute sourcing (tenders) process for the supply of Goods and/or Services: Tender documents preparation.
      • Lead the integral evaluation and negotiation of bidder's proposals; and issue the recommendations to award.
      • Provide support to CatMan Advisor on the preparation and negotiation of Agreement clauses.
      • Use the appropriate standard contract documents to prepare new contracts and contracts amendments.
      • Provide support to Contract Owners in the implementation and management of KPIs.
      • Lead, review and negotiate the pricing escalations and adjustments as and when submitted by the relevant suppliers/contractors, ensuring the its aligning of the agreed contract terms and these rates are formalized properly, uploaded timeously and distribute the rates to the internal relevant stakeholders.
      • Execute the Contracts Close-out Process following proper Company procedure to ensure property disposition, final payments, and documents/clearances have been received
      • Continued identification of risks and opportunities throughout the contract process during the Contracts lifecycle.
      • Research and evaluate prospective service providers, and conduct administrative support for the creation of the suppliers in Company's ERP.
      • Execute early internal and external key stakeholder engagement and their buy in, during the sourcing process and even during the commercial contract management stage.
      • Build strong, value-adding relationships with contractors, internal customers, and cross-functional departments.
      • Maintain HSE standards and ensure strict compliance.
      • Implement FQM Way culture in the Contracts team - "Bolder, Smarter, Driven, Together."
      • Perform any other duties as assigned by Contracts Superintendent or the Contracts Supervisor.
        Skills, Knowledge & Experience
        • Education
          • Bachelor Degree in Industrial Engineer, Businness, Economics or Legal
          • Master Degree in Business Administration, Contracts Management, Strategic Sourcing, Category Management or Supply Chain Management is required.

            • Experience
              • A minimum of five years of experience in Sourcing, Contracts Negotiation and Contracts Management for the Goods and Services to provide support to operations as part of a Supply Chain team in comparable environment (mining or industrial sector).
              • Previous experience of JD Edwards in Procurement & Contracts or similar ERP
              • Language
                Fluency in English (written and spoken) is required and proficiency in Spanish highly regarded. A willingness to undertake language training desirable.

                  Working Conditions
                  Cobre Panama is a remote site and the position is offered to be located on Cobre Panama Site, however due to the current COVID-19 conditions, the personnel will be allowed to work from home in "tele trabajo" scheme or at the Company's office in Panama City o Penonome City as per Contracts Superintendent instructions, which can vary from time to time.
