Introduction to Bisha Mining Share Company

BMSC is an Eritrean company formed for the development and operation of the Bisha Mine in western Eritrea, Africa.  It is owned by Zijin Mining Group Co Ltd. (55%) and the Eritrean National Mining Corporation (ENAMCO) (45%). The Bisha Mine is a high-grade copper, gold, silver and zinc mine that commenced production in February 2011. The Bisha Mine has received continuous support from the Eritrean government, who granted the Company's mining license in January 2008. The project is the first modern mine in Eritrea. 

After two years of low cost gold production, the Bisha Mine transitioned to low-cost, high-grade copper production in 2013.  Starting in 2016, Bisha also produces zinc concentrate. Further resource potential exists at depth and from nearby discoveries within the Company's licensed areas.

The site is a well-established site with excellent catering and recreational facilities. The site also offers Wi-Fi internet coverage throughout the village as well international TV and a full gymnasium. Security ranks with best in the world and employees mountain bike freely.  Expatriates work a roster of 8 weeks on and 4 weeks off; we offer on-site medical services as well as company medical, accident death and disability and life insurance (employee only); Employees are provided with private rooms with en-suite toilet and shower facilities; Working hours at Bisha are Monday to Saturday from 6am to 6pm with a one hour lunch break and Sundays from 6am to 12pm with the afternoon off.

The successful candidate will earn a salary which is market related. Contract is for a period of 02 (two) Years.

Primary Purpose

  • Managing the Process plant Engineering Electrical, Instrumentation and Control sections in relation to both daily maintenance requirements and project work.
  • KPI and budgets set are achieved/exceed in compliance with company safety and health policies and environmental policies.
  • Scope, source and build new diesel power plants and support operations by monitoring and servicing power distribution facilities.

TASK DESCRIPTION EXPANDED TO CORE PERFORMANCE AREAS

Planning and Engineering

  • Display due diligence in safety & health, and environmental matters and lead by example to ensure the successful implementation of the Safety & Health Management System, and the Environmental Management System.
  • Lead the Preventive maintenance program for Electrical, Instrumentation and Control development and upgrades.
  • Develop and implement effective electrical, instrumentation and control standards and procedures.
  • Planning/organizing—prioritize and plan work activities, use time efficiently, and develop action plans.
  • Manage contractor and consultants.
  • Ensure the critical and insurance spare parts are available for plant critical assets.
  • Participate in the annual maintenance budget creation.
  • Manage the maintenance KPIs action plan.
  • Manage power outages and related powerhouse maintenance planned and unplanned downtime.
  • Performing engineering design and related duties; including, power system studies, equipment specifications and selection, management of vendor/equipment suppliers, power distribution layouts, grounding, LV and MV motor sizing and selection, cable distribution design, schematic, single line, termination schedule and wiring design.
  • Identifying scope and schedule changes in accordance with the Change Control Process.
  • Manage electrical, instrumentation and control operation readiness.

Implementation of the Plan

  • Responsible for BMSC’s owned power plant operations and ensure non interrupted power supply.
  • Responsible for the successful execution of process plant weekly and shutdown activities and quality of work performed
  • Accountable for the integrity, reliability, and operability of electrical equipment installations and maintenance at the site
  • Coordinate with all departments regarding major equipment shutdowns and service needs
  • Coordinate the Plant Engineering Division resources (people; equipment; spares/consumables); and facilities to ensure processing utilization and cost management objectives meet or exceed targets.
  • Managing and controlling the monthly expenses vs budgets.
  • Prepare and interpret electrical / instrumentation drawings, schematic diagrams, and plans;
  • Ensure appropriate level of resourcing. (Maximize efficient use of materials, tools, lifting equipment).
  • Manage engineering/mechanical activities according to plans, legislation, client needs, best practices and principles to conform to standards, methods and procedures.
  • Conduct QA/QC inspections of the electrical activities during your shift, providing direction to team members accordingly.
  • Ensure process control reliability and long-term strategy.

Reporting & Data Control

  • Ensure that the Plant’s “Information System” is updated.
  • Ensure reports are accurate and submitted on time (daily; weekly; monthly).
  • Carry out ICAM investigations and ensure any issues arising from such are dealt with in a timely manner.

Team Management

  • Provide technical support for the team, as and when required.
  • Provide training and mentoring for the team (especially safety standards and procedures).
  • Ensure all Process Plant Engineering Division personnel and contractors, work in accordance with relevant laws, regulations, company policies and procedures.
  • Promote good Process Plant Engineering Division behaviour. Motivate team to become “performance driven”.

Qualifications:

  • Technical College Electrical Diploma or Degree
  • International recognized trade certificate (consisting of 4 years or above duration) of Electrical for Expatriates

Knowledge and Experience:

  • 12 years working experience in mineral processing; at least 4 years in a Senior Electrical /Management role including large-scale fixed asset management experience.

UNIQUE REQUIREMENTS / OTHER INFORMATION

  • The candidate must be physically & medically fit
  • The candidate must have full class A (or highest possible class in their respective countries) Electrical work qualifications recognized by an international standard body
  • Relevant Fixed plant (process plant) electrical experience MV ranging from 6.6kV up to 22kv
  • Overhead line distribution experience would be an added advantage 6.6kV up to 22kV
  • Project management and construction, operation readiness
  • Must be able to perform MV switching from MV substation
  • Relevant experience on VSD & Liquid starters Motors up to 4 MW
  • Relevant LV experience 690Vac, 400VAC, 220VAC (inclusive of VSD, DOL)
  • Experience with PLC’s, Servers, SCADA, and APC control.
  • Experience in building, operating, and maintaining diesel power plants.
  • Prior experience working with multinational cultures
  • Experience with CMMS and planning functions
  • Must be able to work at Heights
  • Must have a Light vehicle license
