Role:  Tailings Storage Facility (TSF) - Manager

Base location: Etoile, Democratic Republic of the Congo

The successful candidate will be responsible for total TSF management system starting from design till project completion. Incumbent must ensure that the costs incurred are aligned with the overall business strategy of the Company. He/she shall have expertise in managing a wide spectrum of activities relating to life of mines, Tailings management systems, design and construction of dams/storage areas in line with acceptable Global standards.

Responsibilities:

  • Act as Responsible Tailings Facility Manager (RTFE) as defined by the Global Industry Standard for Tailings Management (GISTM)
  • Manage critical spares and stock account and ensure that maintenance system is implemented and maintained.
  • Overseeing that required tailings deposition infrastructure, methods and operations as well as embankment design work is completed on time and in line with LOM operational requirements.
  • Communicating all design related decisions and outcomes to the Principal Tailings Engineer.
  • Understanding overall requirements for timing of construction activities in order to meet operational requirements
  • Compilation of all required reporting including daily, weekly and monthly monitoring reports, monthly stewardship documents and annual construction reports.
  • Assign work, monitor performance, train and develop team members while creating a culture of high-performance teams.
  • Work with colleagues in the same managerial structure in a way that ensures the manager’s accountabilities are met.
  • This requires a shared understanding of the context within which the manager’s accountabilities lie and requires of colleagues to work together as a team and make mutual adjustments to their work.
  • Regular monitoring of the performance of any geotechnical structures, observing and reporting on effectiveness of maintenance of all TSF facilities.
  • Verifying that operational freeboard (including factors of safety), storm water channels and access routes are properly maintained and reporting to Operations management any remedial actions that are required
  • Provide operational planning for deposition and water management to concentrator operations.
  • Preparation of TSF plans in line with Life of Mine plan.
  • Prepare and manage TSF risk register.
  • Update Emergency Response Plans as necessary, in accordance with international standards
  • Communication with Engineer of Record and design team
  • Lead the Project Steering Committee and provide regular reports and technical guidance to the TSF Governance Committee
  • Develop strong working relationships with key internal & external stakeholders including engineering consultants and civil contractors
  • Management of key contractors

Requirements:

  • Higher (or postgraduate) education according to the specialty in hydraulic engineering, civil engineering or engineering geology
  • A minimum of 15 years’ experience In TSF design and planning and execution
  • Experience in performance of earth works in the field of civil engineering/ experience in working with mining equipment.
  • Knowledge of available techniques and solutions for optimization of procedures and techniques for soil excavation works.
  • Understanding of construction plans and drawings, D&B techniques, water drainage, slope stability
  • Good understanding of techniques for earthworks for industrial and civil purposes.
  • Detailed understanding of International Best Practice around the design and operation of dams and tailings storage facilities.
  • Knowledge of the DRC legislative and other normative acts, methodological and other materials related to production activity of the plant.
  • Knowledge of the basics of DRC Labor Code, SHREQ rules and regulations, fire safety requirements.
  • Ability to identify and address unsafe and potential hazardous/conditions.
  • Advanced computer skills in such as Microsoft Office.
  • Highly developed communication skills, managing skills, mentoring skills, interpersonal communication skills.
  • Ability to keep self-control in stressful situations and conflicting priorities, directing employees, and demonstrating leadership skills.
  • Driving license.

  • The Etoile mine and processing plant, Etoile phase II project plant expansion;
  • The Mutoshi mine and processing plant which is under construction; and
  • A significant portfolio of mining concessions.
