Summary
Hatch is currently looking for a Cost Controller for our Winnipeg office. The successful candidate must be adaptable, self-motivated, have the ability to work both independently as well as in a team environment, and be able to build and maintain strong relationships with both colleagues and external clients through excellent verbal and written communication.
The Cost Controller will be responsible for Cost Control Services including but not limited to those of cost estimating, budget control, cost forecasting, cost trending, cost reporting and cost risk analysis.
Responsibilities:
Maintain a healthy project within the project budget and ensure compliance to project governance
Designs and formulates the financial control for a project and should be able to develop and execute the Cost Management Plan and provide the Project Controls Manager / Project Manager with accurate and up to date cost information to facilitate sound project decision making.
Finalize coding of all detailed estimate line items using baselined project control budget in order to establish package/control budgets.
Monitors planning and project / progress achievements of milestones and using the project schedule to generate data and curves for each cost profile.
Takes part in the financial aspects of the tender process. Assign budget for procurement packages, perform budget reconciliation or scope and pricing and produce reconciliation statement to support recommendations for award.
Reviews payment applications of contractors in compliance with contract agreements and approves payment certificates.
Record and maintain commitments based on procurement contracts, contract amendments, contract change notices, PO revisions
Attend periodic reviews and establish and maintain forecasts for all packages and ensure full coding, based on EPCM status report, expenditures (ex. Project Accountant) and project changes/trends (e.g. Trend and Change Coordinator)
Forecast project contingency requirements, escalation, forex, currencies etc.
Import detailed actual cost and commitment data into cost system and run complete detailed baseline cost report by package
Participate in the trending and change management process and incorporate approved trends into the project estimate at completion.
Update and maintain budget with approved PCNs
Produce cost reports and analyze variances
Generate data and curves for each cost profile (baselines and periodic updates)
Update budget, commitment, forecast, payment and cost statement for monthly report.
Obtain EPCM cost and progress info and update EPCM status report
Attend periodic reviews and establish and maintain forecasts for all packages
Good knowledge of project management principles
Presentation skills
Qualifications and Experience
Tertiary qualification in engineering or related discipline or appropriate project related experience
A minimum of 5-10 years experience as a Cost Controller/Cost Technician in a multidiscipline project environment.
Computer literacy
Strong personal commitment to safety
Good analytical, oral and written communication skills
Be fully versed with cost control principles, policies and procedures and financial system
Overview of procurement, contracts, quantity surveying, planning, scheduling and engineering processes and procedures
Working knowledge of Estimating and tendering processes
Good knowledge of project management principles
Computer literacy (MS Office package).
Technical knowledge of building, civil, mechanical and basic knowledge in electrical and Control disciplines.
Interpersonal and effective communication skills
Time management
Able to work under pressure and meet deadlines
