The Opportunity

We are currently seeking a Procurement Manager to join our Procurement team in Sudbury. This is a permanent position.

Reporting to the Head of Procurement and Inbound Logistics for North Atlantic, the Manager of Procurement - Canada Ops & North Atlantic Sales is responsible to lead the contracts sourcing and execution for local operations categories and sustaining capital for Sudbury-ON, Thompson-MB, Long Harbour and Voisey's Bay Operations, with a total portfolio of ~975 contracts and total value of $2.5 billons, with annual spend of ~$650M. In addition, lead tactical team to provide operational procurement support to all Canadian operations (Sudbury, Thompson, Long Harbour, Voisey's Bay, Port Colborne, Toronto, Mississauga), with a total annual transaction amount of ~60K PO's, invoices and catalogue updates. Also, lead the sale of assets, scraps, properties (including lands and buildings) as well as manage building demolition contract strategy across all Base Metals North Atlantic Operations (Sudbury, Thompson, Long Harbour, Voisey's Bay, Port Colborne, Toronto, Mississauga, US, Saskatchewan and UK), managing a portfolio over ~$50 million in potential sales annually.

Sourcing functions includes the planning, execution and control for the procurement of products and services to guide the organization, including the sourcing and execution of continuous operations contracts and sustaining capital materials and services, aim assuring the supply of items for business continuity, sustainability and growth, at the lowest total cost of ownership possible, achieving industry best practice, standards of delivery time and quality of products and services, at the same time enhancing local communities' relationship and development. Also, include lead the purchase of Natural Gas for Ontario Operations with a 5 years CAD 180M spend including product, transportation, distribution and consultancy for the purchase of this commodity.

Tactical team functions aim to provide operational procurement support to all operations in Canada, providing fast answers to issues around PO's, invoices and catalogues, providing category buyers time to focus on key strategic activities, reducing workload of operational requests. That enhances the relationship with suppliers, operations, finance and warehouse teams.

Sale of assets, scraps, properties (including lands and buildings) as well as manage building demolition contract strategy functions includes definition of sales strategy, development of new markets through market intelligence analysis, sales commercial negotiation, sales contract legal terms and conditions analysis, commercial contract management; and define strategy to reduce cost and maximize revenues for building demolitions, with focus on driving enhance sales competitiveness to increase revenues generated by scrap, assets and properties sales.

The role is of a complex nature involving managing a team of ~37 people including full time staff and contracted individuals, in different geographical locations, and a wide range of activities and different internal stakeholders in multiple geographic locations (Sudbury, Thompson, Long Harbour, Voisey's Bay, Port Colborne, Toronto, Mississauga, US, Saskatchewan and UK), including all mines, mills, refinery, smelter and processing plants, assuring the best total cost of ownership, sustainability, revenues, safety and future growth for the business.

Additionally, in this position you will...
  • Lead supply chain management of the categories in the portfolio, understanding the environment (Line of Business, suppliers, logistics, etc.).
  • Influences/contributors to improve the efficiency of the business environment through the performance improvement of supply chain and construction of the efficient communication channel with the line of business, suppliers and communities.
  • Lead the integration of activities between Vale's Global, Regional and Local Procurement teams.
  • Define procurement strategies to address business needs, correctly prioritize and delivery, aiming supply assure at lowest cost of ownership possible.
  • Manage suppliers in the region, country and globally, developing business relationships, with focus on key suppliers and enhance local communities' opportunities.
  • Interface with local stakeholders consolidating and understanding their needs and requirements.
  • Lead the execution of annual sustaining capital requirements to guarantee business continuity, improvement and sustainability.
  • Lead the development and execution of 18 months sourcing plan aiming supply assurance, resources planning and allocation, as well annual cost savings programs, implementing business strategies that directly affect the Company's goals and financial results.
  • Reports, on a periodic basis, to Procurement and Inbound Logistics Leadership about team's performance (KPIs, risks, successes).
  • Provide the procurement team with access to market studies for the more critical categories and prioritize and approve request for such studies.
  • Provide guidance or coaching in the areas of Legal, Insurance and Taxes resources.
  • Represent Procurement at various government, industry and supplier institution in the region of accountability.
  • Manage the development and application of economic models for analyzing economic viability and comparative choices of materials, equipment and services and with a focus on reducing TCO.
  • Lead the tactical team operation support work, aiming to guarantee the timely responses to vendors, finance, warehouse and procurement teams, reducing operational workloads for all Canadian procurement and warehouse teams.
  • Lead the purchase of Natural Gas for Ontario Operations with a 5 years CAD 180M spend including product, transportation, distribution and consultancy for the purchase of this commodity.
  • Maximize benefits to Vale, guaranteeing the right execution of defined sales strategies.
  • Lead the development of benchmark with other Vale operations inside and outside Base Metals, as well as with other mining and heavy industry companies.
  • Scopes of work includes a close relationship with Warehouse, Environmental and CMD areas across Base Metals North Atlantic Operations and Projects to guarantee the most economical process and strategy to sell scrap and assets in general.
  • Lead the elaboration of commercial strategies to generate revenue and maximize benefits for the required building demolition for North Atlantic Operations, working together with operations and environmental group to not only generate revenues or avoid expenses, but also guarantee environmental compliance and safety standards.
  • Manage relationship with Vale Base Metals officers and Base Metals CFO, to approve sales of properties that are not core for Vale's business and future exploration activities.
  • Manage the development of real estate market knowledge and strategy inside all our properties at North Atlantic location, to maximize generation of revenues and reduce direct costs with maintenance and taxes.


About You

Education:
  • Undergraduate degree is required
  • Master's degree an asset
  • SCMP an asset
  • Lean manufacturing/ Six sigma Certification is an asset

Skills and Experience:
  • 11-15 years' performing executive functions including people management
  • 8-10 years' experience in both procurement goods and services
  • 8-10 years' procurement experience with entire procurement cycle
  • 1-3 years' metals assets and scrap sales, and property sales
  • Strong knowledge of procurement and sales principles and processes, Canadian contract law, commercial terms and procure to pay business systems.
  • Proficiency in Microsoft Word, Excel, PowerPoint and Adobe Professional
  • Excellent people management, development and talent attraction and retention
