Role Purpose:

Provides specialized knowledge and expertise to improve the productive capacity and integrity of the Tailings Impoundment Area (TIA). Is accountable that work is carried out in a safe, structured, agreed and timely manner. Ensures absolute compliance with legal requirement and company objectives to continuously improve their knowledge, skills and relationship interactions. Is responsible for identifying, escalating and managing impediments and developing issues to ensure delivery of work plans are achieved.

Accountabilities:

Safety, Health & Housekeeping

Demonstrate absolute commitment and leadership in providing a safe and healthy working environment:
  • Supporting the Safety Management System, ensuring a safety-first work culture; applying site safety standards, procedures and policies, including NML 3 Pillars of Safety of NewSafe, Critical Control Measures and Process Safety
  • Ensuring standard work procedures and safe systems of work are understood; enforcing compliance with the Canadian Dam Association, Mining Association of Canada (MAC) Guidelines, Towards Sustainable Mining (TSM), Global Industry Standard for Tailings Management (GISTM), and Newcrest Tailings Governance Policy and Tailings and Water Storage (Group Standard)
  • Ensuring compliance with the Health, Safety and Reclamation Code (HSRC) for Mines in British Columbia for Permitting, Reclamation and Closure (10.1 to 10.6)
  • Responsible for identifying and tracking legal requirements related to tailings and water management, ensures compliance for the construction of the TIA, reports and corrects non-compliances as appropriate and documents results of compliance audits and corrective actions concerning the TIA and tracks to completion.

Technical

Demonstrate technical and conceptual excellence in anticipating problems and supporting the team and plans, to deliver agreed departmental and business goals to ensure the value of the business is maintained or improved:
  • Leading the TIA Construction Team in the following disciplines: geotechnical, civil engineering, survey, borrow materials developing, access and haul roads and side slopes maintenance, laboratory testing, and operational dam construction planning and scheduling;
  • Leading the TIA Construction Team to manage, plan, construct, and support to operate the site's TIA in accordance with the design and performance objectives set by the Engineer of Record;
  • Continuously seek out opportunities to improve / optimise the works program;
  • Proactively communicate with other departments on site, including equipment maintenance, site services, drilling and blasting team for quarry development, environmental, social, health and safety;
  • Being accountable and full responsible for all daily tailings construction management activities including those of the on-site dam construction contractor(s);
  • Leading the Quality Control Plan during the dam construction seasons to ensure construction specification compliance per the tailings facility designs;
  • Providing project leadership to implement, plan and manage the cyclone sand distribution system and the cyclone sand placement system including Business Improvement Projects with a focus on mechanical and hydraulic cyclone sand placement on centreline raised dams;
  • Conduct regular inspections of all dams and related infrastructure according to the current guidelines;
  • Assisting the development of CER's, PEP's and work scopes for dam construction related activities;
  • Complies weekly and month end reports, accruals, and dam construction activity summaries;
  • Contributing to long range planning including developing the 3-month rolling plan and 5-year construction and infrastructure plan;
  • Preparing documentation to the ministries when required;
  • Assisting in emergency preparedness and response plans (EPRP) field testing; and
  • Inputs SAP work notifications and purchase requisitions.

Planning & Scheduling

Participate in delivering on departmental plans; ensuring resources are aligned to the plans with input to:
  • Scope of work for plans (RFPs, construction, infrastructure, as needed)
  • LoPP program
  • TIA overall budget development
  • 5-year construction and infrastructure plans
  • Funding needs (CER) to allow TIA works to continue
  • 0 - 24 month (list plans: e.g.: cycloned sand stockpiling).


Qualifications & Experience:

Required and Desired Qualifications:
  • Ability to make considered decisions under conditions of uncertainty;
  • A professional degree in Geotechnical Engineering, Civil Engineering, or a related field;
  • 10-15 years experience directly related to dam construction on large scale tailings storage facilities including all tailings dam construction methods and equipment application;
  • Demonstrated strong tailings dam construction management experience;
  • Minimum 2+years experience in the construction of cyclone sand tailings dams with excellent knowledge of downstream and upstream mechanical and hydraulic cyclone sand placement;
  • Acted as an operational leader within the area of the full cycle of tailings impoundment management;
  • Proven capability in tailings and water management facility construction, operation, government liaison, regulatory compliance, and approvals.
