Job Description:

Summary:

The person in this position will undertake challenging work involving air-quality permitting and compliance for clients specializing in the mining or petroleum refining industries. Working with highly collaborative project teams, this person will assist clients with air-quality permitting, environmental regulatory compliance, and related technical assignments. Responsibilities include working with clients to identify, scope, and manage air-quality permitting and compliance projects; providing technical advice to clients and other Barr staff members; helping build and maintain client relationships; and pursuing business development opportunities for permitting and compliance services.

The successful candidate will both work with and lead project teams in permitting and compliance strategy development; review of operational functions and activities to verify that appropriate actions are developed and undertaken to achieve and maintain compliance; interface frequently with industry representatives, regulatory agencies, and staff technical and information resource experts.

Minimum Qualifications:
  • Bachelor's degree in chemical, mechanical, or environmental engineering or related science degree
  • Three years of professional experience working with federal air regulations such as federal PSD/NSR and Title V, NSPS, MACT, NESHAP state air construction permitting, and operating permitting
  • Demonstrated skills and abilities in problem-solving; attention to detail; accuracy and producing high-quality deliverables; project organization and management; fulfilling commitments on schedule and meeting deadlines; leading teams in preparing effective documents and applications; building strong working relationships; and leading and participating in multidisciplinary teams
  • Strong interpersonal, oral, and written communication skills and the ability to communicate effectively with project team members, regulators, and clients
  • Demonstrated ability to fulfill commitments on schedule and to do what it takes to meet clients' service expectations and requirements
  • A flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needs
  • Self-initiative and motivation, with an emphasis on client service and meeting client needs
  • Legal authorization to work in the United States without the need for sponsorship
  • Willingness to travel and work out of town
  • Acceptable driving record


Preferred Qualifications:
  • Five years of professional experience with federal air regulations such as federal PSD/NSR and Title V, NSPS, MACT, NESHAP, and state air construction, and operating permitting
  • Experience in the mining or petroleum refining industries
  • Familiarity with state air-quality regulatory requirements and permitting processes in Idaho, Nevada, Utah, or Wyoming
  • Proficiency in software such as Microsoft Suite (Word, Excel, Outlook, OneDrive/SharePoint), Adobe Acrobat, PI Process Book, and Google Earth
  • Consulting experience
  • Knowledge of and familiarity with federal and state regulatory agency staff, resource managers, and other government officials
  • Aptitude for developing client relationships and business
  • Ability to identify problem symptoms and causes and develop and evaluate alternative solutions
  • Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
  • Experience training and mentoring staff


A hybrid work arrangement may be considered for this position. A hybrid work arrangement refers to splitting time worked between a Barr office and a home office. This position is/can be based out of Barr's Salt Lake City , Utah, or Barr's Green River, Wyoming, office.

NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working in facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities.
