The Idaho Department of Environmental Quality (DEQ) is hiring a Mining Project Coordinator for our Pocatello Regional Office.

Example of Duties

State lead Comprehensive Environmental Response (CERCLA) Mining Project Coordinator
  • Direct support agencies and company in a remedial investigation study and feasibility study for historic mine sites.
  • Coordinate activities with DEQ's project team, federal and state agencies, responsible parties, and consultants.
  • Conduct site visits as appropriate to assess environmental monitoring, remediation and reclamation activities, and water management activities.
  • Facilitate the timely review of all pertinent technical documents for various phosphate mining projects; evaluate compliance with state regulatory thresholds to ensure data quality standards are met.
  • Ensure that CERCLA/remedial action process follows the administrative order for site's Record of Decision, Administrative Settlement and Order on Consent, and Consent Order.
  • Maintain accurate site files and administrative records.

Document reviews will include, but not be limited to:
  • Work plans, including data collection, well installations, monitoring, and remediation.
  • Remedial investigations/feasibility studies
  • Data summary reports
  • Risk assessment (human health/ecological) reports
  • Remedial design reports
  • Mine and reclamation plans
  • Point(s) of compliance applications, determinations, and data reports
  • Water quality data reports

State Support Agency, CERCLA Mining Project Coordinator
  • Direct activities with other federal agencies, DEQ's project team, federal and state agencies, responsible parties, and consultants.
  • Review and provide comments on pertinent documents.
  • Approve documents to support cleanup activities.
  • Participate in site visits as required for the project.
  • Maintain administrative records.

State Cooperating Agency, National Environmental Policy Act (NEPA) Project Manager
  • Review of mine and reclamation plans.
  • Review water quality documents and provide comments to ensure state water quality standards are met.
  • Conduct points of compliance determinations and reviews.
  • Conduct on-site visits as required.
  • Maintain accurate site files and administrative records.

Minimum Qualifications
Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college.

AND

At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.

OR

Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.

Specialty Minimum Qualification (desired for this position):
  • DEQ (3116) Remediation: Considerable knowledge of remediation typically gained through possession of a college degree in Hydrogeology, Geology, Geophysics, Biology, Environmental Science, Chemistry, Soil Science, Chemical, Civil or Environmental Engineering, or a closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies; OR possession of an unrelated college degree; AND successful completion of two (2) years of environmental college level coursework supplemented with four (4) years full-time work experience as outlined above; OR At least eight (8) years of work experience in investigating, monitoring and remediating past contamination, evaluating fate and transport of contaminants, applying short-term and long-term control and clean-up technologies, and/or interpretation and application of federal and/or state environmental rules and regulations.
    • Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; AND/OR Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.

Physical requirements:
  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes

  • Ability to climb ladders, staircases, work on uneven terrain

  • Able to work on elevated instrument platforms, ladders, etc.
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
