Introduction to Bisha Mining Share Company

BMSC is an Eritrean company formed for the development and operation of the Bisha Mine in western Eritrea, Africa. The Bisha Mine is a high-grade copper, gold, silver and zinc mine that commenced production in February 2011. The Bisha Mine has received continuous support from the Eritrean government, who granted the Company's mining license in January 2008. The project is the first modern mine in Eritrea.

After two years of low-cost gold production, the Bisha Mine transitioned to low-cost, high-grade copper production in 2013. Starting in 2016, Bisha also produces zinc concentrate. Further resource potential exists at depth and from nearby discoveries within the Company's licensed areas.

The site is a well-established site with excellent catering and recreational facilities. The site also offers Wi-Fi internet coverage throughout the village as well international TV and a full gymnasium. Security ranks with best in the world and employees mountain bike freely. Expatriates work a roster of 6 weeks on and 3 weeks off; we offer on-site medical services as well as company medical, accident death and disability and life insurance (employee only); Employees are provided with private rooms with en-suite toilet and shower facilities; Working hours at Bisha are Monday to Saturday from 6am to 6pm with a one-hour lunch break and Sundays from 6am to 12pm with the afternoon off.

The successful candidate will earn a salary which is market related. Contract is for a period of 02 (two) Years.

PRIMARY PURPOSE

  • Driving project execution
  • Coordinating engineering, procurement, and construction activities
  • Managing schedules, interfaces, and priorities
  • Holding contractors and consultants accountable for commitments
  • Ensuring work fronts are ready and progressing
  • Preparing EPC progress updates for management.

MAIN FUNCTIONS

  • Ensure all matters related to the underground structures of the project are managed efficiently, adhere to the planned resource, timeline, and budget.
  • Prepare daily, weekly and construction updates for review.
  • Monitor construction activities, identify and prioritise improvement opportunities and formulate alternatives and improvements to systems and methods.
  • Assist the Underground Manager with implementation of change management initiatives and other business improvement projects.
  • Develop, implement, and maintain safe work procedures and promote safety, health and environmental awareness.
  • Develop continuous improvement targets for the function and drive and measure achievement of these targets.
  • Ensure effective communication of work and issues/conditions status takes place with delegate prior to departure from site.
  • Maintain a formal management reporting system that incorporates performance statistics, statutory requirements, and business improvement initiatives.

TASK DESCRIPTION Expanded TO CORE PERFORMANCE AREAS

Safety

  • Ensure personnel are adequately inducted in their work area and are aware of all Bisha Mining Share company policies and procedures.
  • Actively contribute to safety policy and new initiatives and implement change as directed by the Underground Manager and management team.
  • Actively promote, monitor, and enforce compliance of personnel with safe work practices.
  • All employees are responsible for:
  • Identifying the risks in their work area and using the correct controls.
  • Reporting to the Supervisor immediately any actual or potential unsafe conditions or activities, mishaps, incidents, accidents, injuries, or illnesses in the workplace.
  • Complying with all policies, procedures and rules in place at specific work locations.

Environment

  • All employees are responsible for:
  • Adhering to environmental procedures to ensure good housekeeping, resource conservation, spill prevention and the appropriate disposal of wastes.
  • Reporting all environmental incidents to supervisor after implementing immediate corrective action.

Employee Development

  • Provide training and coaching to all national team members.
  • Ensure all members of the team have clearly defined accountabilities, roles and individual development plans. Provide feedback on performance and conduct formal performance reviews.
  • Develop a succession plan for direct report roles.

Planning and Scheduling

  • Develop strategy for achieving the agreed delivery dates/ targets of the construction phase and review progress against the plan.
  • On a monthly basis account for construction plan variations and reforecast against the construction schedule.
  • Identify bottlenecks and use problem solving tools, techniques, and business improvement teams to identify business solutions.

Execution Coordination

  • Acts as the Owner's designated execution authority on site.
  • Drive day-to-day execution across engineering, procurement, and construction activities
  • Issue direction to contractors and consultants on scheduling, sequencing, and priorities on behalf of the project management team
  • Identify bottlenecks and proactively remove obstacles
  • Ensure decisions are translated into actions quickly
  • Responsible for Managing all consultants and contractors and construction teams on a daily basis to best meet the day’s requirements for safe production.
  • Liaise daily with the Projects Engineer and Technical Services Superintendent (in particular) to ensure planned and changing priorities are reflected in construction schedule.
  • Develop and monitor targets for reduction in equipment damage and improvements in reliability.

Project Management

  • Manages the integrated EPC delivery effort across all active workstreams.
  • Coordinate between the client technical team, Chinese EPC organizations, shaft sinking contractors, lateral development contractors, engineering consultants, and vendors
  • Maintain strong communication across all interfaces
  • Ensure consultants and contractors direct technical and schedule queries through the appropriate Owner's representative channel
  • Provide advisory guidance to the project management team on execution risks, sequencing options, and delivery strategies
  • Complete CARs for all capital project requirements.
  • Owns integrated EPC schedule development and maintenance.
  • Develop and maintain integrated EPC schedules and look-ahead plans
  • Track engineering, procurement, construction, and commissioning interfaces
  • Ensure prerequisites are in place ahead of construction: IFC drawings, materials, equipment, access, and approvals
  • Escalate schedule risks directly to project management when milestones are at risk
  • Manages Workfront readiness and cross-discipline interfaces.
  • Track and resolve engineering-to-construction, procurement-to-construction, and contractor-to-contractor interfaces
  • Coordinate construction sequencing and Workfront readiness across all active fronts
  • Manage deliverable review cycles and drive timely closure of comments and revisions
  • Convert site technical decisions into actionable engineering requirements for consultants
  • Keeps contractors and vendors aligned with project commitments.
  • Track procurement status, long-lead items, and vendor technical submittals
  • Coordinate technical clarifications with vendors and contractors
  • Identify schedule risks and mitigation measures early
  • Where contractor performance is not tracking to plan, escalate promptly through the project management team.

Financial

  • Review expenditure monthly and ensure all variances to budget are investigated and explained.
  • Identify specific areas for cost improvement and ensure the development and implementation of action plans to achieve these gains.
  • Provide input for area of responsibility, during preparation of annual departmental budget.

Reporting

  • Review and monitor all safety, production and financial performance indicators and initiate corrective action where necessary.
  • Produces concise, structured EPC updates for all reporting levels.
  • Prepare weekly and periodic EPC progress updates
  • Escalate risks, delays, and interface issues early with recommended actions
  • Support management and Board-level reporting when required
  • Maintain a clear record of directions issued, commitments received, and follow-through actions
  • Ensure all statutory reporting requirements are met in relation to safety and environmental incidents within established deadlines.

Advisory Services

  • Provides execution-based advisory input to the project management team.
  • Advise on contractor performance, sequencing risks, and delivery strategy options.
  • Support decision-making on EPC execution priorities during major execution phases.
  • Provide independent assessment of contractor claims, schedule submissions, and change proposals.
  • Offer experienced input on international EPC and underground project delivery practices.

UNIQUE REQUIREMENTS / OTHER INFORMATION

The EPC Superintendents will function as a combined EPC management team:

  • Lead communication and coordination with Chinese contractors, suppliers, and engineering groups
  • Support cultural and language alignment with Chinese stakeholders
  • Maintain contractor relationships and assist with field coordination
  • Support day-to-day site interface management
  • Explicit Owner-side execution authority
  • Integrated schedule development and tracking
  • Progress and management reporting
  • Interface and workfront coordination
  • Escalation and follow-through on commitments
  • Contractor accountability and delivery enforcement.

KNOWLEDGE, EXPERIENCE AND SKILLS

Qualifications

  • Tertiary Qualifications in Civil/Mechanical Engineering, Underground Engineering or a related discipline.
  • Certificate IV Business (Frontline Management) desired but not essential
  • Certificate in Project Management (PMP, Prince2 APM)
  • Knowledge of project management and continuous improvement tools and systems

Knowledge and Experience

  • Knowledge of project management and continuous improvement tools and systems.
  • Demonstrated success as an effective leader in a customer focussed environment.
  • Experience in managing costs and budgeting.
  • Demonstrated application of continuous improvement ideas.
  • At least 15 years’ relevant experience as Project Manager
  • Strong EPC or EPCM execution background in mining, shafts, underground development, or heavy industrial projects
  • Demonstrated ability to operate as an Owner's representative with direct contractor authority
  • Proven ability to drive contractors and engineering groups to deliver against schedule and cost commitments
  • Field execution mentality — proactive and organized
  • Comfortable working in remote international project environments
  • Strong coordination and communication skills
  • Experience working with Chinese contractors or international EPC teams is highly preferred
  • Mandarin language skills are not required
  • Must be comfortable working closely with a Chinese EPC Superintendent and Chinese contractor groups

  • Experience in the use of the maintenance module of a computerised integrated management system.
