Job Description

Duties and Responsibilities / KPI's
1. Mine Production Supervision
1.1. Ensure daily mining operations (drilling, blasting, loading, hauling) are executed as per plan.
1.2. Prioritize the achievement of daily/weekly/monthly production targets.

2. Workforce Management
2.1. Assign duties to operators and crew; monitor attendance, discipline, and performance.
2.2. Fostering labor utilization efficiency and shift compliance.

3. Equipment Utilization Monitoring
3.1. Supervise the usage and availability of mining equipment to minimize idle time and breakdowns.

4. Safety Enforcement

4.1. Ensuring all operations follow company safety protocols and statutory mine safety regulations.
minimize number of safety violations/incidents per month.

5. Compliance with Drilling & Blasting Procedures

5.1. Oversee blasting operations to ensure safety, correct burden/spacing, and minimal environmental impact.

6. Coordination with Support Teams
6.1. Liaise with maintenance, geology, and dispatch teams to ensure uninterrupted operations.

7. Reporting and Documentation
7.1. Prepare shift logs, incident reports, and daily production summaries for management review, ensuring on-time and error-free report submissions.

8. Training and Skill Development
8.1. Guide and train subordinate staff on equipment handling, safety, and best mining practices, by training team quarterly to reduce operator-related errors.

Qualifications / Experience / Knowledge
• A minimum of a diploma in Mining Engineering or a bachelor's degree, First Aid, and Safety Training certifications.
• Experience in open-pit or surface mining operations is required, along with hands-on experience in production
supervision, drilling, blasting, loading, hauling activities, and managing teams.
• Technical knowledge in mine development, equipment, short-term production planning, pit design, and safety
standards is preferred.

Working Conditions
• Outdoor and field-based, with exposure to extreme weather conditions and high-risk zones.
• Physical demands include moderate to high activity, wearing full PPE, and extended working hours.

Interaction and supervision involve regular interaction with drill crew, magazine officer, mine engineers, geologists,
safety officers, and inspectors.

Health and Safety
1.1. Enforce all provisions of the Mines Act, Rules, and Regulations applicable to site operations.
1.2. Perform pre-shift and post-shift inspections of active work areas, equipment, and haul roads.
1.3. Identify and report unsafe conditions, equipment hazards, or procedural violations.
1.4. Ensure all personnel strictly follow standard operating procedures (SOPs) for mining, loading, hauling, and dumping.
1.5. Monitor use of personal protective equipment (PPE) such as helmets, boots, reflective jackets, gloves, and eyewear.
1.6. Enforce traffic management protocols for heavy equipment and vehicles.
1.7. Ensure that all workers are familiar with the site's emergency response plan.
1.8. Conduct mock drills for fire, landslide, slope failure, or medical emergencies.
1.9. Maintain accessibility of emergency equipment such as fire extinguishers, stretchers, and first-aid kits.
1.1.1. Promptly report and document any accident, injury, near miss, or dangerous occurrence.
1.1.2. Lead or support investigations to identify root causes.
1.1.3. Conduct daily toolbox talks, safety briefings, and refresher training.
1.1.4. Encourage a safety-first culture by recognizing safe behavior and addressing non-compliance promptly.
1.1.5. Mentor crew members on risk identification and safe operating procedures.
Environment
1.1. Ensure all mining activities comply with local, national, and international environmental laws and permits.
1.2. Stay updated with relevant guidelines from regulatory bodies such as the Pollution Control Board, Forest &
Environment Department, or DGMS.
1.3. Implement and monitor dust suppression measures, such as water spraying on haul roads and dump areas.
1.4. Ensure vehicles and equipment are regularly maintained to reduce exhaust emissions.
1.5. Monitor ambient air quality as per statutory norms.
1.6. Minimize noise through proper maintenance of equipment and by limiting high-noise activities to daytime hours.
1.7. Ensure drilling and blasting are planned to keep vibration levels within permissible limits, especially near communities
or sensitive zones.
1.8. Preventing contamination of surface and groundwater through proper management of: Mine pit water Siltation ponds
and Drainage systems and sediment control structures
1.9. Ensure safe, environmentally compliant dumping of overburden and waste rock in designated areas.
1.10. Ensure mining is confined within the approved lease area to prevent unauthorized land disturbance.
1.11. Prevent oil, fuel, and chemical spills through proper storage, handling, and disposal.
1.12. Immediately report and mitigate any accidental discharges that may impact soil or water bodies.
1.13. Supervise the proper removal, storage, and reuse of topsoil for reclamation and plantation purposes.

About the Team

ArcelorMittal Liberia (AML) is operating inside Liberia since 2006, where we are employing approximately 1600 employees and about 1000 contractors mainly in the area of security as well as in transactional manual work like Bush cutting keeping the railway and our concession area free of natural overgrowth, as well as putting tarpaulins on the railcars etc.

In Liberia we are running operations, spread over three locations, our harbour, and our Main offices in Buchanan, and the Nimba region the mines, existing of multiple mining locations at Tokadeh, Gangar and Yuelliton and a Crushing plant and rail loading facility, serviced by our own accommodation settlement in Yekepa.

These locations are all connected with a 260 km Railroad, operated, and managed by AML, as per the MDA between ArcelorMittal and the government of Liberia.

Currently 5 mtpa iron ore (DSO -Direct Shipping Ore) are produced, which will be phased out in the next few years and replaced with Iron Ore Concentrate. The Phase 2 project aims to increase export of Iron Ore to 15 mtpa (concentrate). This was restarted end 2020 after it was put on hold in 2014 due to Ebola outbreak in. Significant civil construction work was already well advanced when the project was put on hold. Phase 2 of the project consist of an iron ore concentrator at the mine, rehabilitation and upgrade of Rail line, and a new iron ore bulk handling terminal in the port.
