Job Description

This position provides supervisory services to support the site quality program on projects, typically overseeing quality control activities for multiple disciplines, multiple areas and / or multiple shifts including larger or more complex scopes of work. This position is under the direct supervision of the Site Quality Manager.
This role plans and executes a wide variety of technical and administrative assignments and effectively interacts with others, performing the following fundamental responsibilities:
• Review and become familiar with the project technical requirements such as the prime contract, applicable codes, standards, and specifications.
• Monitor/inspect project and construction execution by regular surveillance, inspection and/or formal planned audits
• Issue quality reports/audit reports to appropriate parties and follow up until closure as required
• Supervise Quality personnel who perform audit, examination, inspection, surveillance and/or testing activities in accordance with the project quality program
• Coordinate with Construction Engineering to initiate timely analysis and resolution of identified discrepancies
• Contribute to the control of nonconforming work activities or hardware through the implementation of a non-conformance control procedure; assist with identification of trends and determination of root cause so as to prevent recurrence
• Submit statistical information for weekly or monthly reporting purposes
• Attend weekly meetings with contractors to go over any quality issues.
• Review non-destructive evaluation results to verify compliance with contractual requirements.
• Ensure that documentation is being completed, signed off, and compiled as the work progresses so as to support turnover and record retention activities at the project site
• Stay current with technical developments in area of expertise through continuing education and is aware of changes to codes, standards, and specifications that may affect project work
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
• Organize and prioritize a variety of assignments and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
• Plan and organize own work assignments, as well as carry out tasks from management staff
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
• May need to travel to attend to business related matters

If required, perform the following fundamental responsibilities:
• Develop the site quality manual for the project, if not already established by the construction global services regional Quality representative
• Provide quality input to site-issued purchase orders or contract bid documents
• Provide construction audit input to the project audit plan and coordinate with the project Quality representative
• Provide training of the site quality program to site personnel
• Provide input to the site manager regarding Quality organization and staffing
• Review and approve contractor quality programs and inspection and test plans submitted per contract requirements; identify appropriate hold or witness points on inspection and test plans
• Assist site manager with resolution of client complaints that are quality-related
• Verify that the site non-destructive evaluation program implemented on site complies with the codes, standards, and specifications
• Determine the need for inspection tools and equipment and establishes proper calibration parameters for these items
• Develop site-specific quality procedures as necessary to support the project

Basic Job Requirements
• Accredited degree or global equivalent in an engineering field of study significant and proven work-related experience:
- Quality/project/site experience;
- Industry experience gained from one or more of the following business lines: Oil & Gas; Power and Life Science and Advance Manufacturing (Pharmaceutical).
• A recognized professional certification or registration in the applicable field: Auditor certification by outside agency (e.g., Registrar Accreditation Board (RAB), American Society for Quality (ASQ), International Quality Associates (IQA), etc.) preferred; Internal Lead Auditor certification required
• Ability to communicate effectively with audiences that include but are not limited to management, co-workers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Able to demonstrate inspection experience (NDE, welding, coating, pressure vessel, etc.)
• Knowledge and experience in ASME, API, AWS, AS, BS, DNV, TEMA, NORSOK, ISO, ASNT, ASTM, NACE, SSPC, AISC and EN standards.
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective mannerDiverse Workforce
