Introduction to Bisha Mining Share Company

BMSC is an Eritrean company formed for the development and operation of the Bisha Mine in western Eritrea, Africa. The Bisha Mine is a high-grade copper, gold, silver and zinc mine that commenced production in February 2011. The Bisha Mine has received continuous support from the Eritrean government, who granted the Company's mining license in January 2008. The project is the first modern mine in Eritrea.

After two years of low-cost gold production, the Bisha Mine transitioned to low-cost, high-grade copper production in 2013. Starting in 2016, Bisha also produces zinc concentrate. Further resource potential exists at depth and from nearby discoveries within the Company's licensed areas.

The site is a well-established site with excellent catering and recreational facilities. The site also offers Wi-Fi internet coverage throughout the village as well international TV and a full gymnasium. Security ranks with best in the world and employees mountain bike freely. Expatriates work a roster of 6 weeks on and 3 weeks off; we offer on-site medical services as well as company medical, accident death and disability and life insurance (employee only); Employees are provided with private rooms with en-suite toilet and shower facilities; Working hours at Bisha are Monday to Saturday from 6am to 6pm with a one-hour lunch break and Sundays from 6am to 12pm with the afternoon off.

The successful candidate will earn a salary which is market related. Contract is for a period of 02 (two) Years.

Primary Purpose

  • Manage the Mine Operations section, including Load and Haul, Drill and Blast, TMF Construction, Dewatering and Data Control by ensuring that all resources are in place to meet the desired outputs.
  • Follow directions from the Mining Manager and Engineering Team to achieve the short- and long-term goals of the open pit Mining Department.

Essential Functions

  • The Mining Operations Superintendent provides overall leadership, technical direction, and strategic planning for all open pit operations functions.

TASK DESCRIPTION Expanded TO CORE PERFORMANCE AREAS

Planning

  • Oversee operational planning of Weekly, Monthly and 3 Monthly horizons.
  • Understand the strategic, long term mining plans and implement short term plans to achieve the longer-term plan.
  • Scheduling of Drill & Blast and Load & Haul.
  • Create and manage training and succession planning
  • Offer practical solutions to meet mine plans and designs.

Manage Load and Haul, Drilling and Blasting, TMF and Data Control systems

  • Manage the operation safely
  • Develop an excellent safety culture in the teams
  • Drive continuous improvement of mining efficiencies
  • Participate in the “36-hour plan meeting” and review production statistics against mining plan.
    • Mine Planning Engineer reviews weekly plans against actual production.
    • Review Drill & Blast plan
    • Discuss Geotechnical concerns and requirements
    • Discuss Geology requirements
    • Identify safety hazards that staff should be aware of when implanting 36-hour plan.
  • Draft standard operating procedures for Drill and Blast, Load and Haul, TMF, Dewatering and Data Control Section.
  • Ensure ongoing optimization of the mining operation.
  • Provide effective leadership to all crew members and drive a high-performance culture.
  • Ensure pit floors are maintained.
  • Ensure pit dewatering is kept in place to enable mining to be carried out.
  • Ensure the pit is mined to the design. Ensure blasting standards are correct for this to be achieved.
  • Ensure wall controls are in place.
  • Ensure all dump locations are to the design
  • Deliver and exceed production targets on a monthly basis.
  • Support the Engineering Department in carrying out the daily / weekly and monthly maintenance plan.
  • Act as a substitute for Mine Manager when the Mine Manager is on leave when required
  • Support in incident investigation, ICAM investigation and flash reports.
  • Ensure corrective actions are used to prevent incident reoccurance.
  • Ensure all compliance to Geotechnical constraints.
  • Manage the development, review and implementation of best practice for all drilling and blasting activities.
  • Review of drilling and blasting consumables including stock control of the magazine.
  • Control and management of all drilling and blasting activities including Engineering, Explosives Magazine and manpower requirements.
  • Ensure proper drilling area preparation is completed to allow for sufficient blasted stocks.
  • Signoff on drill and blast designs.
  • Set appropriate blasted stock quantities for each area, including ore stocks.
  • Manage the design of Drill and Blast and ensure all rock is blasted to an appropriate size for the equipment and crusher.
  • Manage the pattern and blasting inspections.
  • Managing the QAQC of drilling and blasting. Create correction plans when QAQC doesn’t match requirements.
  • Utilize production data to determine root causes of where production is not meeting requirement.
  • Set ANSI requirements for Supply Chain.

Generate reports

  • Oversee the preparation of monthly reports including drilling, blast, mining and magazine report.
  • Assist in preparing Mining Operations Budget.
  • Analyse daily production data to help improve productivity outcome.
  • Utilizing production data to determine root causes of where production does not meet requirement.
  • Deliver Daily Plans for the operations groups.
  • Provide detailed analysis if blast has poor outcome.
  • Overview QA/QC process to ensure all documents necessary are in order.
  • Monitor and report on daily performance and monthly progress.
  • Management of Magazine to ensure stock take and level checks are in place.
  • Pit and dump audits and weekly safety inspections.
  • Drive a positive safety culture continuously.
  • Monitor and report on daily performance and monthly progress.

Manage the Operations teams

  • Implement a program of ongoing training and development to enhance skills and technology transfer for successful succession planning.
  • Ensure training and mentoring plan is implemented and followed.
  • Mentor and train National Senior Supervisors, Supervisors and Engineers to transfer knowledge and skills.
  • Support and drive practical safety to ensure that safety standards and procedures remain the highest priority in operations.
  • Manage operation procedures compliances.
  • Actively involved during recruitment process of new staff, conduct interviews.
  • Manage the staff rosters.
  • Manage the work performance of the team.
  • Organize 3x crews’ movements and leave requirements.
  • Conduct team-based risk assessments and field level risk assessments in the field.
  • Liaise with other departments continually for positive outcomes.

Qualifications:

  • A Bachelor of Engineering degree in Mining or Civil is required, along with over 10 years of experience in operations supervision or management, including a minimum of 10 years in supervisory roles within Mining Load and Haul, Drill and Blast or Mine Engineering.

Knowledge and Experience:

  • 15 years experience in large open-pit mining of which 10 years in supervision or management
  • Ability to lead and co-ordinate a multi-disciplinary team
  • Drilling, Blasting, Loading and Hauling experience and able to show delivery of performance.
