Position: Operational Excellence and HSE Manager

Job Grade: S19/S20

Mission

Manage all Quality and HSE disciplines in LatAm at Productive sites/Novecare warehouses as well as the team(s) associated to these disciplines. Ensure Quality and HSE continuous improvement performance.

Key Responsibilities:

HSE duties are:

  • Develop the site-specific HSE objectives, programs and tools, and ensure their deployment and follow up.
  • Define, deploy and follow up HSE improvements programs.
  • Develop and deploy site HSE risk assessment and risk management plans and site emergency plans.
  • Develop, deploy and monitor HSE involvement, awareness and education programs for employees and subcontractors.
  • Ensure all site activities respect applicable HSE regulations and company HSE policies.
  • Organize and conduct HSE audits and inspections on site level, identify improvement areas and recommend preventive or corrective measures.
  • Coordinate with other sites and Global HSE about new and important issues or problems, and about improvement programs.
  • Represent the site towards public authorities regarding all site HSE matters, including the negotiation of agreements, under the delegation of his/her hierarchy.
  • Define objectives for, lead, motivate, coach, develop and evaluate the members of the own team.
  • Ensure that knowledge and expertise are maintained, developed and exchanged within the team.


Quality & ME duties are:

  • Lead QE-Quality Excellence programs (systematic root cause analysis, war on variation, near misses, harmonization, robustness of processes, etc…). Change mindset & Behaviors and promote QE culture at all level in the region.
  • Reduced NPI blocked due to off spec production.
  • Work upstream with Markets, R&I and Purchasing to ensure that the development of a new products includes meaningful & achievable specifications and full product characterization (performance, composition). Ensure consistency of product specifications and performance in the region, and follow global recommendations.
  • Check with purchasing team the quality requirements from external suppliers.
  • Ensure that the process modifications do not alter the product performance.
  • Share best practice to avoid micro / cross contamination, share best practice on processes (cleaning, drumming, etc).
  • Ensure the effective use of the Customer complaints system (CRM).
  • Coordinate, analyze, ensuring timely corrective & prevention actions.
  • Ensure we track the true root causes of our quality defects and favor implementation of preventive measures.
  • Promote networking & efficient communication between sites and support functions.
  • Ensure that quality is developed using all 3 pillars of ME throughout the region.
  • Promote & share best practices at the regional manufacturing sites.
  • Monitor quality performance KPIs and propose improvement actions accordingly.
  • Develop and maintain the Sites Quality Policy, manual and procedures (customer complaints, Innovation, Continuous improvement, Supplier evaluation etc.).
  • Lead to implement and maintain the management systems throughout the region (ISO 9001, ISO 14001, EEFCi (GMP), Kosher, Halal, RSPO, Responsible Care etc.).
  • Ensure all Sites systems (HSE, ME, Quality..) are integrated in an integrated management system.
  • Follow up and ensure the correct application of the ME and change management toolbox and methodology in each ME project.
  • Promote ME within the sites and build ME awareness via specific programs.
  • Manage ME improvement projects, in collaboration with GBU and/or Site ME leaders/teams.
  • Track ME results and performance for own perimeter.
  • Define, for own perimeter, a process to ensure continuous improvement of the ME project parameters.
  • Participate in the ME network and exchange experiences and best practices.
  • Lead efforts for continuously improvement related to sites maturity level associated to Corporate Social Responsibility Program based on ISO 26000 "Solvay Way".
  • Lead the Suggestion Program "Inovecare" in the manufacturing sites.


Education and Experience:
  • Graduate in Chemistry, Chemical Engineering or related areas.
  • Strong knowledge and experience in Quality and HSE Management Systems.
  • Experience in leading Lean Manufacturing programs and Continuous Improvement.
  • Experience with product quality management as well as be familiar with chemical production process and quality control environment.
  • Experience in leading multi-skilled teams in projects or work sessions.
  • Industrial chemical experience.
  • Relevant experience, of which several years in a leadership role.

Skills:

  • Knowledge of HSE Management, tools and techniques, rules and regulations. Ability to apply this knowledge in order to ensure HSE compliance.
  • Ability to manage the design, implementation, deployment and maintenance different the management systems, (typically based on recognized standards such as ISO, Responsible Care, GMP (EEFCi), etc). Ability to ensure business compliance with external bodies.
  • Knowledge of Lean Manufacturing principles and the ability to apply them to eliminate wasteful resources used in manufacturing processes in order to develop a lean culture and added value for the company and the customer.
  • Ability to identify and recommend the most appropriate quality tool or method to address a specific problem or issue. Among the tools: brainstorming, affinity diagram, 5S, TPM, Lean 6 Sigma toolbox (as general tools) and more specific in-house tools like OEE tracking etc.
  • Ability to establish, monitor and analyze the relevant Management System Metrics that measure performance at three levels: Organization, Processes and People.


  • Experience in Responsible Care Implementation.
  • Experience with HSE and Quality area integration.
  • Experience with certified systems such as ISO 9001:2015, ISO 14001, Kosher, RSPO, Halal, Responsible Care, etc.
  • Lead Auditor for ISO 9001:2015.
  • GMP (EEFCi) Experience.
  • Social Responsibility Audits experience (e.g. SMETA).
  • Experience with Management of Change.
  • Be familiar with Lab environment works.
  • Advanced English.

  • French and Spanish.
