REPORTS TO: Pre-Commissioning Manager

DIMENSIONS OF THE POSITION:

  • This is an expatriate engineering/technical position.

PURPOSE:

  • This person will provide electrical engineering leadership to the  Pre-Commissioning E&IC Team
  • The Pre-Commissioning Electrical Engineer reports to the Pre-Commissioning Manager and will provide technical integrity for the Electrical, Instrumentation and Control (E&IC) discipline and ensure all work is carried out in a safe and reliable manner.

JOB DUTIES:

  • Lead the Pre-Commissioning E&IC Group in terms of business improvement, project delivery and safety, in order to energize and commission the Electrical Energy distribution (HV, MV and LV Systems), including Switchyards, Overhead Power lines, Transformers, MCC’s, Harmonic Filters, Emergency Power Generation, Mill Drive Systems and all other field electrical equipment, regardless of type, model or make.
  • Develop and maintain a quality design threshold for the E&IC discipline through the use of understandable quality procedures.
  • Ensuring statutory compliance for all electrical installations, equipment and works across the site. This includes insuring that all Statutory requirements are met in regards to communications with government bodies in regards to energizations of Systems and day to day witnessing, testing and certification of electrical equipment and compilation of those passports and certificates that are required. If any of this falls within the scope of the Contractors, then ensure that the Contractor is meeting those obligations.
  • Controlling the work scope to budget and schedule.
  • Coordinating multi discipline team to deliver required work within allotted time frames.
  • Manage effectively resources and time.
  • Assist the Project Pre-Commissioning Team with all aspects of E&IC discipline, ensuring timely completion of commissioning plant, areas, systems and subsystems.
  • Manage in the preparation of Risk Assessment of Plant Design, Construction Execution, Commissioning Plan and all related activities.
  • Lead all activities Pre-Commissioning E&IC Group in the various areas ensuring timely completion of commissioning plant and ramp up. The Pre-Commissioning Manager will determine Area work priorities in accordance with the Project Schedule and priorities.
  • Assist and where necessary prepare documents and attend meetings with stakeholders and authorities to get the necessary permits to execute all activities of commissioning and start up.
  • Develop and maintain a high degree of quality in the commissioning works through the use of understandable quality procedures.
  • Ensuring statutory compliance for all installations, equipment and works across the project site (certification, witness testing, certified testing equipment).
  • Assist and where necessary prepare commissioning documentation to ensure timely commissioning and completion of the project.
  • Track C-0 test pack completion in order to commence C-1.
  • Manage the flow of C-1 EI&C Test Check Sheets, so that progress tracking is maintained in an up-to-date status.
  • Communicate effectively with and manage contractors and sub-contractors with respect to project commissioning
  • Ensure that the Contractors and Sub-contractors have prepared and completed all the necessary Commissioning documentation during electrical Commissioning.
  • Follow and abide by the Project HS&E Plans and Procedures.
  • Ensure that all Electrical and Instrumentation personnel (KPBV and Contractors) comply with and complete all Inductions and Training requirements of the Project, as mandated by the KPBV HS&E Manager.
  • Participate in daily Pre-Commissioning Meetings and any other meetings deemed required to perform your duties effectively.
  • Participate in daily meetings with all Contractor Groups and provide direction in regards to work front priorities and schedule.
  • Manage OS and D’s derived during installation or commissioning
  • Raise Scopes of Work and CORF’s as and when required to identify both work and schedule requirements to bring Contractors to site.
  • Raise Purchase Orders as required to replace, supplement or procure parts, tools or spares required for Electrical and Instrumentation Commissioning.
  • Develop a register in order to track purchase order status of EI&C orders.
  • Develop and Manage the Electrical and Instrumentation Defects Management Register and manage defect close out according to both defect priority and schedule requirements.
  • Manage all SLD drawings that change during the course of Commissioning from “Approved For Construction” status to “As Built”.
  • Use the KPBV Commissioning Framework Plan in order to understand and use the protocols listed
  • Assist in the implementation of all E&I aspects of the project commissioning plan and procedures for staff and contractors by conducting and attending site and area specific meetings regarding commissioning matters. Witnessing, conducting and verifying checks and tests are carried according the commissioning plan and to the required codes and statutes. Working with Project Contractors and sub-contractors to ensure compliance.
  • Manage Notice of Energization documents, approvals and distribution on behalf of the Pre-Commissioning Manager.
  • Follow commissioning safety protocols in regards to locking, barricading and using signage to indicate areas or equipment that is either live or being commissioned.
  • Ensure that all Engineering deliverables and Test Records required to close out commissioning are done promptly, as handover to operations will be via Area Facility, as soon as each Facility Area is completed. The Lead Electrical Engineer will be responsible for the deliverables of EI&C Disciplines.
  • Manage all site Electrical Isolations and ensure that Isolation Officers are trained and in place to perform all electrical isolations required by Construction, Pre-Commissioning, Vendor Support or Contractor Groups.
  • Comply with site Lock Out/Tag-Out Protocols.
  • Assist in the creation of safe worksites by addressing all HSE issues relating to commissioning promptly in conjunction with Pre-Commissioning Manager and HSE Team.
  • Maintain an Electrical and Instrumentation Tool and Equipment Register, which defines who has what tools and equipment.
  • Report any loss or damaged tools or equipment to the Pre-Commissioning Manager in writing and advise the junior members to notify you in writing of the same if they damage or lose tools.
  • Maintains  compliance with relevant HSE guidelines onsite by ensuring correct implementation of Job Safety Analysis and Work permits for each commissioning system / sub-subsystem, as well as conducting inspections as required and needed.
  • Participates in accident and incident investigations of any breaches of the commissioning plan or procedures as required.
  • Comply with all of  corporate policies and procedures by adopting the company’s Quality Assurance and Occupational Health, Safety, Welfare and Environmental policies, procedures and requirements.
  • Mentors and guides junior engineers to transfer knowledge and improve local skill sets.
  • Leads by example

WORKING CONDITIONS/REGULATORY REQUIREMENTS:

  • Maintain both personal action and speech in a professional manner.
  • Follow all Company policies and lead by example.
  • Be available for travel to sites when required.
  • Much of required work is independent of supervision; must utilize good time management.

REQUIRED TECHNICAL SKILLS, TRAINING & EXPERIENCE:

  • Degree qualifications in Electrical, Electronic Engineering or any technical discipline combined with a minimum of 10 years of experience in the mining sector.
  • Experience in the various phases of mining projects implementation more specifically in installation, pre-commissioning, commissioning and start-up.
  • Experience with project work as Senior/Lead Engineer on large scale mining projects is essential, preferably Mineral Sulphide/Oxide Processing Plants.
  • Experience in installation, pre-commissioning, commissioning and start-up of large grinding plants, with GMD SAG 38/40’, HPGRs, crushers and large flotation cells would be highly valuated:
  • Hands on experience in installation, pre-commissioning, commissioning and start-up of SXEW Oxide copper projects and Molybdenum plants is desired.
  • Intense experience dealing with vendors, construction, internal customers and other stakeholders is desired. Good negotiation skills.
  • Demonstrated skills with the use of specific proprietary software packages relevant to Engineering disciplines.
  • Team Player, results driven, self-motivated and capable of working with minimum direct supervision and adapting to changing circumstances.
  • Experience working in cold climate preferred.
  • Single status only: 6 weeks on site/2 weeks off to point of origin.
  • Languages: English language essential.
  • Commissioning work is performed on a continuous 7 day per week schedule. Off shift coverage will be coordinated with other members of the pre-commissioning management team.
  • Accommodations are provided at the project site. Single accommodation with private washroom, internet connection, television, and laundry service will be provided. Shared recreation facilities for KPBV staff are also available on site.
  • Transportation to/from the project site is provided. Shared transportation is provided on site.
  • PPE, including outerwear and boots, is provided.
  • Temperatures range from approximately +40 C to -40 C. Wind chill factors are extreme in the winter months.
