Mutanda Mining Sarl (MUMI) operates a major copper and cobalt mine in the DRC. MUMI is a wholly

owned subsidiary in Glencore’s Copper Division. The mine is located 42 kilometres east of the Lualaba province’s capital Kolwezi in the Democratic Republic of Congo.


Reporting into the Chief executive Officer and Regional Security Manager, the Security Manager is responsible for ensuring the safety of employees, dependents and visitors; the physical security and business continuity of the operation; the prevention against potential material losses; and the protection of MUMI’s corporate reputation

Key Areas of Responsibilities:

  • Develop, direct and monitor the implementation of MUMI security strategies, Security Management Plans and procedures in line with ISO standards;
  • Advise and provide support to the MUMI leadership team on security matters, and ensure that security is incorporated in routine operations, forecasting, and strategic planning;
  • Develop and implement a Land Management Policy to enable operations in identifying and
  • preventing future land encroachments;
  • Set comprehensive goals for the Mine Security area and set related Key Performance Indicators;
  • Verify compliance with legislation, regulations and operational best practice;
  • Keep abreast of current market and industry issues, best practices and emerging (African) security technologies and apply best practices within the local context;
  • Make sure that the security strategy is consistent with daily security operations;
  • Maintain security operations’ VPSHR compliance;
  • Develop all supporting documentation and forms required for the effective implementation of
  • security system / protocols / processes, policies and procedures;
  • Lead and manage the guard force of MUMI and associated contractor employees and government security forces, including execution of security tasks to the appropriate standard at fixed installations, overseeing roving patrols and the Security Operations centre, as well as investigative and analytical functions;
  • Identify, evaluate and implement technical and electronic security measures (i.e. fence detection systems, wide area radars etc.) to increase efficiency of MUMI security operations, while balancing costs and risks;
  • Implement and evaluate the Security Operations performance management system;
  • Oversee the management and maintenance of the Security Share Drive, verifying that all
  • policies, processes, and intelligence are current and available to all relevant Security end users;
  • Plan, develop, and effectively implement training programs for internal and external security
  • forces (i.e. training on Security Risk Assessments, Electronic Security Systems, and
  • Emergency Evaluation procedures);
  • Implement MUMI - wide security awareness programs and monitor the extent of awareness on an ongoing basis;
  • Remain current with environmental, social, economic and political trends within the DRC to identify all security threats to MUMI and report this to the Mumi Senior Management;
  • Manage and participate in joint reliable intelligence networks to collect and analyse
  • information, to provide timely and accurate assessments and warnings of developing security threats;
  • Develop, implement and control intelligence gathering capabilities in MUMI operations and broader areas of interest, to identify and mitigate geopolitical risks;
  • Implement the Arbutus continual monitoring audit program;
  • Conduct security risk / threat analyses, Risk assessments and scenario planning to identify
  • threats / risks that require security interventions;
  • Implement security operational objectives and standards;
  • Oversee the management and reporting on Security Intelligence information;
  • Update the Senior Management team of perceived risks and provide recommended actions;
  • Make changes to all Security Operations, as and when required;
  • Manage and maintain strong relationships with the Military, Police, Intelligence
  • Community, Heads of Public Security Service Providers, Outsourced security companies and all other local authorities related to strategic issues and associated security operational planning;
  • Establish and ensure MOUs and SLAs are in place with all third parties;
  • Monitor compliance and performance against MOU and SLA agreements;
  • Manage “Black Swan” events (i.e. typically random and unexpected events);
  • Oversee emergency preparedness and contingency plans to ensure the safety of all MUMI employees;
  • Develop an emergency evacuation plan for all employees;
  • Manage the implementation of the Medical Emergency Response Plan to address any sudden medical emergencies;
  • Provide leadership, mentoring and guidance to the Security team;
  • Manage the performance of direct reports and provide opportunities for growth and development;
  • Manage performance throughout the Department, according to MUMI performance management policies and guidelines;
  • Ensure that there is sufficient capacity (employed staff and contractors), at all times, in order to meet department and project objectives;
  • Ensure that skills development plans are in place to ensure a pipeline of Security skills;
  • Control leave, shifts, time sheets, expatriate rotations, etc. for the Department;
  • Responsible for overseeing all Security Operations across the entire mine;
  • Responsible for developing security policies, procedures and processes at both the Department and Organisation level;
  • Responsible for maintaining reporting lines with all expatriate employees of outsourced companies;
  • Develop, manage and monitor the efficient and effective implementation of security systems, protocols, policies, procedures / processes including, but not limited to:
  • Electronic Incident Management and Reporting systems
  • Canine Unit
  • Alcohol testing
  • Biometric access control
  • Bus shift change operation for local staff (aligned to Critical Hazard Protocols)
  • CCTV control room operations
  • Employee and visitor’s security induction
  • Perimeter intrusion detection system

Required Technical Skills, Training & Experience:

  • Grade 12 / Matric / BAC / IBAC / Senior School Higher Certificate;
  • Management Training;
  • Security Training (i.e. Risk Assessment etc.);
  • Proficiency in French and Swahili will be an added advantage;
  • Minimum 15 years’ related experience, including a minimum of 5 years’ in a leadership role in tactical, security, or law enforcement;
  • Minimum 10 years’ experience in at least two of the following areas (required): Military, Law Enforcement, Industrial Security, Investigation or Government Relations;
  • Three (3) years’ experience managing security operations in a high risk (African) country, with experience working in the DRC highly preferred;
  • Proven Leadership and People Management skills;
  • Business Acumen skills;
  • Analytical skills (i.e. Intelligence Analysis, Risk Assessment);
  • Strong logistical and organisation skills;
  • Knowledge of International Law (advantageous);
  • Demonstrated ability to work, lead, and train subordinates in an international setting;
