Description

Under limited supervision, this position will be required to identify, analyze, & recommendation strategies, while leading engagements on a wide variety of utility ratemaking & energy policy issues in Arizona, Colorado, Texas, & New Mexico. This position will manage relationships with internal & external stakeholders to ensure our operations have access to sustainable, reliable & cost-effective power supply options for the foreseeable future. Success will require creative approaches to solving complex & ambiguous multi-stakeholder issues in a rigid & imperfect environment. This will require a self-directed flexible mindset that can align short-term success with long-term goals. In partnership with the business & key stakeholders, continuously drives a strong culture of compliance & demonstrates integrity & professional judgment in protecting the interests of the company & its members.

Executes all aspects of utility rate cases & relevant dockets, this includes monitoring all filings, performing analysis, strategic guidance, & engagement management for utility regulatory proceedings across multiple jurisdictions simultaneously. Plans, develops & implements programs to ensure proper oversight, prioritization of company resources, & compliance with utility regulatory opportunities & requirements. Managing regulatory legal costs through prioritization of outside counsel & rate consultant work.

Researches energy policy & evaluates business impacts to ensure the company remains competitive under evolving federal & state regulatory environments.

Executes all aspects of utility rate cases & pertinent dockets, including the preparation of data requests & responses, testimony, work papers, exhibits, & models. Leads efforts as technical expert for company's broad for all ongoing engagements, monitoring, & compliance requirements with existing utility regulation. Serves as Company's expert witness when required & direct the efforts of outside expert witnesses & regulatory legal counsel to develop effective & persuasive communications.

Represent company to high-level external stakeholders including utilities, regulators, industry groups, & public interest groups to deliver sworn testimony, build partnerships, &/or implement collaborative energy supply solutions.

Qualifications

Minimum Requirements:
  • Bachelor's degree in an Economics, Accounting, Finance, Political Science or other relevant area and ten (10) years of related experience in a utility, PUC, or NGO in a regulatory capacity; OR
  • Juris Doctor or Master's degree in Business Management or relevant discipline and seven (7) years of related experience in regulatory capacity
  • Thorough understanding of utility ratemaking, regulatory environments, and policy issues
  • Strong negotiating, problem solving, and conflict resolution skills
  • Strong written and verbal communication skills
  • Ability to work self-directed from identifying opportunities to implementing solutions
  • Ability to follow safety practices and recognizing hazards

Preferred Qualifications:
  • Experience working in a leadership regulatory capacity for a C&I customer or directly in a leadership role at a PUC, FERC, ISO/RTO, or rate consultancy
  • Deep understanding of energy industry trends and a strategic perspective on the sector's future

Criteria/Conditions:
  • Personal protective equipment is required when performing work in a mine, outdoor, manufacturing or plant environment, including hard hat, hearing protection, safety glasses, safety footwear, and as needed, respirator, rubber steel-toe boots, protective clothing, gloves and any other protective equipment as required
