Provide professional technical assistance and support to Central Services department and all related stakeholders to analyze, review, monitor, oversee, develop, and integrate construction and startup needs associated with all construction and operations activities including mechanical millwright related issues. Also, provide support by analyzing, reviewing, and evaluating manpower requirements, construction targets, project management to ensure that these are met in a safe and efficient manner with the budgets allocated and in compliance with the company's policies, procedures, goals, and objectives.

Additional Responsibilities:

1. Work together with all related parties to direct, communicate, and control the company's safety, health and environmental policies and procedures implementation, including participating in safety meetings in order to promote to all subordinates the awareness of safety and environmental issues especially when working in an underground environment where high risks and limited space exists.

2. Provide assistance to related parties to monitor the design and engineering review of the various phases of projects and provide professional advice and recommendations to ensure that construction/installation/schedule/coordination can be executed in a safe and efficient manner, within the scope of the project timetables and in conjunction with the overall scope of the various engineering/construction departments.

3. Coordinate with related parties (e.g. VP, Manager, Superintendents, and Foreman) to liaise, interact with, maintain, and develop an effective, consistent, clear communication and good working relationships between PTFI management and contract labor as well as engineering personnel and other related parties to ensure that there is clear understanding on the awareness of the importance of safety, engineering design considerations, constructability and the effect of cost control and project management.

4. Coordinate with related parties to monitor, review, and control the application of advanced technologies to improve the development and long-term safety and security of construction work; develop global risk assessment and analysis with regards to the implementation of advanced and/or proven technology to ensure that there is minimal impact to construction plans.

5. Develop and establish relationships with construction and engineering teams. Provide on the job training and support to construction crews.

6. Provide professional advice and recommendations for upper management (including NOLA and PHX Engineering Teams) on technical and non-technical issues related to the constructability as a basis for their decision-making (i.e. construction methods, equipment purchases, etc.).

7. Assist the Construction Managers with matters of performing and controlling Human Resource decisions and management within the Construction Department when needed (including performance evaluations and personnel development) to improve productivity and performance quality thereby improving overall competency within the department.

8. Provide deep and broad technical instructional support to National Staff & Non-Staff for all relevant activities within the Construction group as guidance to enhance and improve their skills, knowledge, and capabilities to the required level in performing their jobs skills, also to ensure all works comply with international standards, are completed in a safe manner, are within budget, and are on schedule.

Qualifications

  • Bachelor's Degree in Mechanical Engineering or other construction related field preferred with a minimum of ten (10) years of proven experience, especially in underground mining operations, to be able to understand and control the on-going construction needs and controlling project costs and overall safety.
  • Sound technical communication skill.
  • Ability to prepare technical specifications and documents.
  • Experience in high and medium skill in assigned equipment.
  • Ability to prepare project budgets, schedules and cost benefit analysis for project work to determine cost effective solutions.
  • Training/teaching capability.
  • Computer literacy in the use of Microsoft Word, Excel, & project scheduling software for reporting/training/documentation/diagnostic purposes.
  • Experience in dealing with cultural diversity.
  • Strong leadership and supervisory skill.
  • Sound analytical and synthesis skill, including problem analysis, cost and financial analysis.
  • Sound decision-making skill.
  • Ability to train and develop national workforce to advance their professional abilities and pass on technical knowledge to the junior engineers.
  • Other PTFI mandatory competencies.
