The Opportunity

We are currently seeking a Lead, Health, Safety, Environment and Risk (HSER) to join our Ontario Operations Department in Sudbury.

One of the primary mandates of the North Atlantic Contractor Performance Management Area is to improve the HSER performance of Vale’s service providers. The Health, Safety, Environment and Risk (HSER) Lead is accountable to provide direction, advice and technical expertise to the process owners to ensure all the program elements and procedures are delivered in a manner that is compliant with Vale Policy, Vale Health, Safety, Environment and Risk Systems (IMS), Vale Production System (VPS) and jurisdictional legislation and best practices.

The role holder will identify opportunities for improvement and for developing and implementing an action plan to address any gaps or weaknesses. This includes the development of new processes, establishment of routines, development and delivery of training materials, etc. as required. It also includes working collaboratively with the team, the operations and with service providers to set performance expectations through active coaching and mentoring. The role holder is accountable as a key lead for ensuring compliance to the new HSE Contractor Management Program (PNR-000067) for the North Atlantic.

The role holder works collaterally with peers and cross functionally with other Vale Departments and jurisdictional stakeholders (i.e. Corporate Safety and Health, Line Managers/Supervisors, Shared Services, Human Resources, Unions) in the North Atlantic Operations to provide the best in class HSER Systems.

The role holder adds value by translating opportunities and assisting with improving the capability of systems/program and processes; analyzing trends and root causes for improving work practices/procedures; and establishing targets for continuous improvement.

Although previous experience in mining or an industrial setting is considered an asset, we also appreciate that diversity of thought comes from our differences – and that’s what makes us great!

  • The ideal candidate will have an undergraduate degree in Science, Technical or Engineering.
  • Must be CRSP or CSP certified.

  • The ideal candidate will have a minimum of 5-7 years of experience.

Requirements & Accountabilities:
  • Works collaboratively with the team to improve the overall HSER performance of Vale’s service providers.
  • Designs and develops procedures, processes, and tools necessary to execute the requirements of the HSE Contractor Management Program (PNR-000067) which are consistent with jurisdictional legislation and Vale requirements.
  • Designs and develops program evaluation techniques for the implementation, maintenance and conformance to the HSER Program which support continuous improvement consistent with the VPS model.
  • Implements a performance monitoring system for the HSER Program for all service providers.
  • Provides technical support as it relates to continuous contracts to ensure alignment with Vale Global and HSER requirements.
  • Collaborates with the site team, contract managers, contract inspectors and service providers in executing the HSER Program in the operations.
  • Coordinates the delivery of common educational/training materials for the HSER Program.
  • Develops and implements an effective communication strategy for marketing of the HSER Program and Contractor Safety Management Program.
  • Monitors and analyzes key performance indicators for the HSER Program. Set targets and measure for improved performance. Analyze trends and statistics, develop reports and required metrics. Presents findings, with recommendations for improvement to the team.
  • Provides direction, advice and technical expertise to ensure that all programs/procedures are provided in a manner that is compliant and consistent with Vale policy, Vale Management System requirements, jurisdictional legislation, and best practices in safety and health.
  • Monitors any Vale internal audit and Legal audit processes to ensure that the operation is prepared and that the audit protocol is being applied consistently.
  • Develops, communicates and executes HSER Audit Program.
  • Reports out against audit results and incorporate findings as required into a Project Implementation Plan; assist the team in the creation and assignment of tasks to close gaps identified in the audit; track completion of items for quality and update the plan accordingly; establish managing routines to ensure effective response and reporting on outstanding actions.
  • Works collaboratively with the NA HSER and Global HSER teams. Exchanges ideas, suggestions, and improvements, while liaising with other areas for ongoing improvement in to the IMS and NAPG HSER Program.
  • Improves the implementation (use and effectiveness) of the Critical Activity Requirements (CAR’s, Integrated Management System (IMS), Process Safety Management (PSM), Golden Rules, and the Vale incident management system (SAP-IM).
