Introduction to Bisha Mining Share Company

BMSC is an Eritrean company formed for the development and operation of the Bisha Mine in western Eritrea, Africa. The Bisha Mine is a high-grade copper, gold, silver and zinc mine that commenced production in February 2011. The Bisha Mine has received continuous support from the Eritrean government, who granted the Company's mining license in January 2008. The project is the first modern mine in Eritrea.

After two years of low-cost gold production, the Bisha Mine transitioned to low-cost, high-grade copper production in 2013. Starting in 2016, Bisha also produces zinc concentrate. Further resource potential exists at depth and from nearby discoveries within the Company's licensed areas.

The site is a well-established site with excellent catering and recreational facilities. The site also offers Wi-Fi internet coverage throughout the village as well international TV and a full gymnasium. Security ranks with best in the world and employees mountain bike freely. Expatriates work a roster of 6 weeks on and 3 weeks off; we offer on-site medical services as well as company medical, accident death and disability and life insurance (employee only); Employees are provided with private rooms with en-suite toilet and shower facilities; Working hours at Bisha are Monday to Saturday from 6am to 6pm with a one-hour lunch break and Sundays from 6am to 12pm with the afternoon off.

The successful candidate will earn a salary which is market related. Contract is for a period of 02 (two) Years.

PRIMARY PURPOSE

  • Lead project planning, scheduling, cost controlling and expediting and update plans for execution. This role will be a key drive for project delivery. In addition, position is responsible to identify and order relevant parts and materials required for construction, following site and offsite procurement procedures. Cost controller includes planning, developing, controlling and forecasting projects budget.
  • Able to oversees and organizes information to increase the efficiency of a company's projects. A planner/scheduler also compiles reports on factors related to projects in order to assist in the decision-making process. They could also review processes to ensure each production part transitions well.

ESSENTIAL FUNCTIONS

  • Design all project schedule and contract agreements and ensure integrity of data in all project life cycle and prepare required reports to provide support to all project stakeholders.
  • Prepare an efficient Project Master Schedule and maintain knowledge of all key project milestones.
  • Administer project from conceptualization to implementation and evaluate all planning issues.
  • Design all planning controls for various levels with all resources.
  • Design an efficient engineering project schedule and prepare all vendor packages in coordination with project technical plans.
  • Ensure compliance to schedule and manage all project deliverables and recommend increase in all engineering processes.
  • Administer all projects and assist in appropriate distribution of all project hours.
  • Evaluate all man hours spent for various activities and prepare accurate reports for same and maintain record of all project progress.
  • Evaluate all fabrication site and vendor schedule and ensure adherence to contract master schedule.
  • Ensure efficiency of all schedule plant production with help of ERP business system software
  • Collaborate with all cross functional team to maintain quality assurance for all activities.
  • Assist to identify and resolve all issues in normal operations and manage all communication for all schedule disruption.

TASK DESCRIPTION Expanded TO CORE PERFORMANCE AREAS

Planning / Scheduling

  • Lead the planning phase for all projects and coordinate planning requirements into cohesive planning management documents for all projects.
  • Coordinate all planning resources with activity owners to ensure completeness for all project plans
  • Provide support to activity owners during planning to ensure all areas within projects are adequately planned for and incorporated into project master plan
  • Reviewing progress reports from each team to tack the status of each task. Able to prepare cost estimates for projects and bill of quantities.
  • Working with contractors and engineers to ensure that construction plans are feasible. Managing project finances to ensure that costs are controlled and with in budget.

Reporting

  • Identify the highest priority for each week and focus on completing relevant tasks.
  • Maintain a standard report reigme for all projects
  • Engineer specific reports on projects plans and schedules as may be required for specific stakeholders
  • Coordinate weekly and monthly project reporting by ensuring all areas are incorporated into report
  • Comply with mine’s cardinal rules and other safety, environmental or other rules and standards as directed. Identifies any hazards in the work place.
  • Maintains equipment; parts and supply stocks by carrying out regular stock takes and ordering replacements as required.
  • Identify risks and issues early on, and work with the project team to mitigate them. Escalate project risks and issues to the project sponsor as needed
  • Ensure that all project documents are up to date and stored in a central location. Manage changes to the project scope, schedule, and budget

Execution

  • Compile daily; progress reports for the department. (Action Tracker)
  • Must be able to use MS Project where project plans are required to achieve goals.
  • Monitor project activity executions and identify variances from plans and recommend alternative approaches for delayed tasks and targets.
  • Ensure resources as planned on master schedules are timely available for project execution
  • Maintain a proactive variance analysis protocol to adequately report on execution variances
  • Update and re-baseline project plans in instances planned activities are fall outside the minimum delay criterion
  • Effective communication is crucial and need to convey information to a variety of people. Able to communicate with clients, team members, suppliers and other stakeholders. Able also to communicate complex information in a way that is easy to understand.
  • Monitor project activity executions and identify variances from plans and recommend alternative approaches for delayed tasks and targets.

Expediting

  • Expedite all purchase orders for all Projects and other related items
  • Ensure that all orders are tracked in accordance with project schedule.
  • Provide feedback and suggest improvements to current process where applicable.
  • Ensure that goods arrive on site at the correct time in accordance with requirements and systems. Check physically the materials and make sure to have inventory and proper storage and system in place.
  • Prioritise tracking for highly critical items.
  • Develop and manage the relationship with freight forwarders and consolidators.
  • Identify and improve expediting processes and procedures if problems have occurred.
  • Ensure that pre-delivery inspection of goods is undertaken when are where required.
  • Make sure that requires BMSC attention should be address for not delaying any shipment, collection or clarification

Administration

  • Prepare detailed status reports for management and end users confirming delivery commitments and advising of any significant potential delinquent items.
  • Ensure that invoices are processed in accordance with procedure.
  • File expediting related paperwork in accordance with supply policy.
  • Daily, Weekly, and Monthly report with regards to orders, schedules, materials coordination, work accomplishment and other related items that the department requires

Cost Reporting

  • Developing and adjusting project budget
  • Monitoring and Analysing project cost
  • Collaboration with Project Managers (Supervisor, Engineers, Supt) to create effective budget
  • Meeting clients to determine their needs and discuss any areas that need revising for price
  • Familiar with or knowledgeable about contracts
  • Monitoring and controlling cost of project progress, including any changes which may impact cost.
  • Proficient in Excel with cost and MS Project with scheduling upto minor detailings.
  • Writing reports detailing cost and progress for clients
  • Pricing/forecasting the cost of the different components needed for a projects
  • Liaising with the client and other construction professionals such as site managers, project managers and site engineers/supervisors.
  • Able to calculate the cost plan of construction project by analysing various factor such as labor, material and equipment expenses, then ensure an achievable project time frame.

UNIQUE REQUIREMENTS / OTHER INFORMATION

  • Has a wide experience and knowledge about project management principles and can work with Projects Planning, Scheduling, Expediting, Materials inventory, Reports, Write ups and Cost Control.
  • The position as a planner has much more detailed product knowledge, and as a scheduler is an expert on the scheduling tools and detail level task sequences.
  • Candidate must be physically medically fit.

KNOWLEDGE, EXPERIENCE AND SKILLS

Qualifications

  • Must have diploma/degree in engineering, construction management, or related field.
  • 10+ years experience in project management, with a focus on construction projects.
  • 5 years experience in project planning, cost controller, scheduling and expediting

Knowledge and Experience

  • 10 years relevant experiences in construction
  • Has good understanding of Project Materials Specification and Expediting
  • Has Good understanding of MS Project for project scheduling, resource and cost
  • Has good experience with Project Cost Control and Filing system
  • Has good understanding of project work sequencing and activity dependencies for project scheduling
